Scandalous recruitment of daily wagers in city colleges | Over 100 appointed in violation of norms | | Akshay Azad Early Times Report Jammu, Oct 27: Throwing laid norms and circular of Higher Education department to the winds, over 100 daily-wagers have reportedly been engaged in various college of Jammu city in the last few years. Majority of these daily wagers are reportedly engaged during the tenure of Congress-National Conference government in the state. On 21/11/2014, the then Secretary to Government Higher Education department vide circular No. HE/Coll. A\G/JK/Circular/2014, had instructed all the Principals of Government Degree Colleges not to engage any employee on Local Fund. The concluding paragraph of the circular reads as, "The Principals of Government Degree Colleges are accordingly impressed upon to strictly adhere to the existing rules/guidelines and restrain from resorting to such engagements of Local Fund employees. Any violation in this regard shall be considered as dereliction of duty and action under law shall be initiated against the erring officer". Moreover, the state government had time and again asked all heads of Government departments, Corporations, Boards, semi-government institutions, not to engage any daily wagers but the Principals of City colleges have reportedly thrown the directions of government to dustbin and have been going on with engaging daily wagers and have been paid from Local Fund employees. Sources said that a large number of daily wagers were engaged in GGM Science College, Government Degree College Gandhi Nagar, MAM College, Commerce College, Parade College and Paloura College by the respective Principals. "Out of these engaged daily wagers, some Principals had reportedly taken huge amount of money from them and made fortunes", sources said, adding that even the palatial houses, being constructed by the Principals of these colleges, could easily expose their corrupt practices. Sources further disclosed that some of the daily wagers were engaged on the recommendations of Ministers, Legislators and some bureaucrats. "Even the recommendation letters were also reportedly forwarded by the Ministers, legislators to college Principals for engaging of daily wagers and none of the Principal had reportedly objected to the directions as they were themselves engaged in appointing daily wagers", sources said, adding that it was very unfortunate that the government orders and circulars were violated by College Principals under the nose of authorities, who remained mute spectators, due to reasons best known to them. A simple enquiry into the matter can easily expose all the misdeeds of the Principals but there is every possibility that there will be no enquiry as the higher ups of the department are also involved in all these practices, sources said. |
