PDD fails to clear SPDC outstanding | | | Saqib Ahmad

SRINAGAR, Oct 29: The State Power Development Corporation (SPDC) has sought the intervention of State Electricity Regulatory Commission (SERC) for releasing of power usage charges worth crores of rupees from the Power Development Department (PDD). The financially struggling PDD has outstanding worth crores of rupees. Now, SPDC has approached the SERC to direct the PDD to release its power usage charges so that it could clear its balance to Irrigation and Flood Control department. "We filed a petition before the SERC as the Corporation has outstanding worth crores of rupees to I&FC," an official said. The Water Resources Act-2010 was implemented in the State four years ago under which all the hydel power projects being operated in J&K have to seek the permission and have to pay charges as per the usage of water. The SPDC is owned by the state government and was incorporated to takeover, execute, complete, operate and maintain all power stations and power projects of the State. It has presently over 20 hydro-electric power projects and supply over 50 percent electricity to the PDD of the state. Officials said PDD has failed to collect the power tariff in the current financial year leading to the budget deficit. "We could not achieve the tariff target for the last few years," an official of PDD said. J&K has purchased power around Rs 30,000 crore during last one decade and there had been a revenue realization gap of Rs 3,000 crore annually thus putting a huge burden on the state exchequer. "So far the government has failed to reduce the gap of revenue realization. The LED distribution is one of the initiatives which would help the state to reduce power consumption," the official said. The PDD's liabilities have also increased to around Rs 7,000 crore due to increasing gap in revenue realization by the PDD. As per the data, the state government has spent Rs 1355 crore on power purchase in 2006-07, Rs 1750 crore in 2007-08, Rs 2034 in 2008-09, during 2009-10 Rs 1997, Rs 2200 in 2010-2011. In 2011-2012, the data reveals that Rs 3000 crore was spent on power purchase while in 2012-13 the powerbill for the state was Rs 3870 crores, Rs 3945.85 in 2013-14, in 2014-2015 Rs 4719.60 and in 2015-16, Rs around 4800 crore. |
