R&B owes Rs 400 crore to contractors, fails to finalize annual plan | Kashmir Unrest Ripple Effect | | Arun Singh

Jammu, Nov 16: The prevailing unrest in Kashmir has hit the Public Work (Road and Building) Department as it has failed to finalize its annual plan due to which no new developmental works have been finalized, and the liabilities of the already ongoing and the completed works have crossed Rs 400 Crore mark. Sources told Early Times the liability of macadamization work executed by the contractors, have reached to Rs 400 crore in the state including Rs 300 crore of Kashmir region and Rs 100 crore in Jammu. Moreover, the annual plan for the both regions could not be finalized. "There was total Rs 130 crore annual plan for Jammu region out of which Rs 100 crore were kept for road sector, Rs 15 crore land acquisition purposes and Rs 15 crore for centrally sponsored schemes. Due to unrest in the Valley the administrative work remained totally paralyzed due to which annual plan could not be approved," sources said, adding that the funds are sanctioned after the finalization of plan by the Planning Department. They said that similarly the equal amount of annual plan had been kept for Kashmir region which also met the same fate and waiting to be approved but according to sources there are little chances of finalization of annual plan for summer capital as the winter season has set in and the working season is over. "As the administrative work in the Civil Secretariat in summer capital remained stranded due to violence, the liability of macadamisation towards the contractors could not be cleared," they said. The nonpayment of bills has pushed contractors to the wall as they are facing acute financial crisis. |
