Jammu migrants to get relief at par with Kashmiri migrants

Jammu, Nov 16: In a contempt petition filed by one Jagdev Singh for the implementation of Apex Court judgement in which Jammu migrants were granted relief at par with Kashmiri migrants, the state government today implemented the court direction and paid Rs 16.0885 cr inlcuding more than Rs 7 cr as interest. When the contempt petition was listed, a high court division bench of Chief Justice N Paul Vasantha- kumar and Justice Tashi Rabstan, after hearing the two sides, observed that application was filed for non-compliance of direction issued in contempt petition on April 24, 2016 as regards the release Rs 9.05 cr with interest at the rate of 9 pc per annum from January 2010. The counsel of respondents produced the government order No 68-R&R of November 15, 2016, sanctioning a Rs 16.0885 cr for disbursement as relief and interest thereon to 994 identified migrant families of Jammu region. The bench observed that because of the delay in implementing the court order of November 11, 2009 as regards the sanction Rs 9.05 cr for paying benefits from 2004-2007, the officers had caused a loss of more than Rs 7 cr to the government by way of payment of interest thereon. "This may be an eye opener to the government particularly the finance department in obeying the court orders without any delay and without inviting orders in contempt proceeding," the court said. The bench also directed Relief and Rehabilitation Commissioner (M), Jammu, to release the said amount to the already identified migrant families of Jammu region within eight weeks from today. The petitioner's counsel submitted that apart from the migrant families already identified, the other migrant families may also be identified as directed by the court in its November 11, 2009 order and they may be granted liberty to approach the relief commissioner for their identification. After hearing him, the bench granted the liberty. (JNF)
