Jammu, Nov 30: Despite lapse of almost eight years, the much planned administrative reform of making mini secretariat functional in Poonch has yet to become reality, courtesy slack approach of the concerned authorities. According to sources, constructed at an estimated cost of Rs 10 crore, the Mini-Secretariat was proposed for the convenience of the people. "Under the leadership of Ghulam Nabi Azad, mini secretariat was proposed for Poonch, along with other newly announced districts and the concept was aimed at housing all the major Government departments under one roof in order to expedite file process, which in turn will expedite the pace of projects and programmes implementation," said sources, adding that the building was scheduled to be inaugurated in December last year. The sources further said that the process of creation of Mini-Secretariat was set into motion from 2008 and funds were earmarked for the same. In 2011, the process to establish Mini-Secretariat was also initiated in respect of tough terrain districts under State Task Force funding. "There is slackness on the part of the agency which was awarded the project as well as the sub-contractors engaged by it," sources said and added that even the concerned administration is not in a position to explain when this complex would be ready. It is pertinent to mention here that Chief Minister, Mufti Mohammad Sayeed, while chairing the District Development Board meeting of Poonch had announced assistance of Rs 3 crore for completion of Mini-Secretariat. "It is due to lack of proper planning that fate of Mini-Secretariat is hanging in balance despite lapse of several years," sources said and added that the prevailing situation demands the Government to release adequate funds and fix strict time-line for the executing agencies to complete the projects. |
