24 percent of total Police force in J&K protecting Netas | Jaanbaz Police turns king's Police | | Peerzada Ummer Early Times Report Srinagar, Nov 30: At a time when the state of Jammu and Kashmir is reeling under the tensions due to swell in militancy related incidents, the VVIP racism is ruling the roost with netas preferring security cover for themselves while leaving Aam Aadmi in lurch. Reports inform that there is no less than 24 percent of the total police force deployed as personnal security guards to ministers, MLAs, MLCs and political workers of various parties in the state. It has been learnt further that the total strength of the Jammu and Kashmir Police Force is 75000 forces personnel and out of the total, there are as much as 18000 police personnel deployed with the politicians. Such a whooping percentage of the police force deployed with the politicians hasn't been witnessed anywhere else in all Indian states except the state of Jammu and Kashmir. Due to netas holding such a heavy security cover around them, there has been a serious scarcity of the police personnel who could have tackled the law and order issues in Jammu and Kashmir well. Due to such a paucity being witnessed, the state has directly become dependent upon the central forces. However the VIPs in the state haven't felt for a single instance the need to withdraw least of their security so that people could have heaved a sigh of relief from the repeated disturbances and chaotic situations- often being witnessed in restive Kashmir Valley. Reports inform that 18000 cops have been deployed with the politicians who keep guarding them and their properties across the state, there are just around 55000 cops deployed to tackle the law and order issues on ground. As the government is mulling to increase the strength of the JK Police force, it is yet to decide about the quantum of the security cover enjoyed by the netas of the state. Interestingly, accords to the government records, the amount of 958.67 lacs in last five years has been spent as expenditure borne by the estate Department on accommodation including Ministerial Bunglows in last five years which include Rs. 137.02 lacs (2010-11), Rs. 232.72 lacs (2011-2012), Rs. 190.97 lacs (2012-2013), Rs. 215.64 lacs (2013-2014) & Rs. 182.32 lacs (2014-2015), the department however said that the records of Deputy Director Estates Srinagar/Executive Engineer Estate Division Srinagar has been washed away in recent flesh floods. In reply to another question on year-wise expenditure borne on the salary of manpower, fuel and hotel accommodation for the last five years, the Home Department in its reply has earlier stated stated that Rs. 507 Cr (decimal fixed) were spent by the government in last five years on salary of manpower, fuel and hotel accommodation of security of these protected persons. According to information available with "Early Times", the government in last five years spends Rs. 20.85 Cr on rent of hotel accommodation, Rs. 26.43 Cr on fuel charges, Rs. 309.5 Cr on salary of guard Nafri and Rs. 150 Cr on account of salary of PSO's attached with these protected persons. Thus the total expenditure on the security of these 1472 (Categorized 803 and un-categorized 699) protected is Rs. 5163378545.60 in last five years which mean that Rs. 35.07 lacs (Approximately 7 lacs/year) were spend on an average on each protected person in last five years. Srinagar District with 207 protected persons tops in the list of number of protected persons, followed by Jammu District with 191,Doda 173, Baramullah 98, Kupwara 82, Anantnag 114, Samba District of Jammu Province list at the bottom with 13 protected persons followed by Leh District with 15 and Kargil 16 protected persons. |
