Amidst pressing scarcity of teachers, 70 Masters/Lecturers rendered surplus | 'What is going on?' CS asks Director | | Abodh Sharma Early Times Report JAMMU, Dec 8: Blame it on the poor management of the human resources, many Masters and Lecturers in the department of School Education have been declared 'surplus' notwithstanding the fact that many government schools, especially in the peripheral districts are facing pressing shortage of teachers. A letter written by one such Master to the Commissioner Secretary Education has brought to the fore complete lack of coordination and anarchy with regards to transfers and postings in the department. Explaining his plight to the senior officer, the said Master has narrated how he was transferred from one district to another only to find that there was no vacancy in his subject and he was rendered 'surplus' and had nowhere to go as his reliever had already joined at his previous place of posting. "I have no attendance/salary for the last four months and my family is suffering" wrote the Master, expressing the precarious situation he was in. However, rather than solving the problem brought before him by his subordinate, all that the Commissioner Secretary wrote on his representation addressing the Director School Education was 'What is going on?' Sources in the department disclosed that there were 70 such cases wherein experienced Masters and Lecturers were rendered surplus due to the lack of coordination in the department. "Masters and Lecturers are transferred from one district to another without doing any exercise on availability of vacancies, due to which many such teachers on reporting at their new place of posting discover that there is actually no vacancy and hence they are not allowed to join by the concerned CEOs" explained an officer of the department pleading anonymity. "These teachers have no place to mark their attendance and hence do not get their salaries" he added. ET learnt that these 'surplus' Masters' are running from pillar to post seeking a place of posting, but neither the Commissioner Secretary, nor the Director School Education are giving them a parley. "The establishment of the Commissioner Secretary does not allow us to meet him and the DSE tells that the case has been referred to the CS" said an affected teacher. "The matter can be resolved simply by a meeting between the CS and the DSE, but they do not meet to mitigate the sufferings of the 'surplus' teachers" he said expressing anguish. |
