Early Times Report

Jammu, Mar 11: Despite facing pressing shortage of Indian Police Services (IPS) officers, the state government is strangely affording deputation of over two dozen officers out of the state.
"Jammu and Kashmir is facing a shortage of around 95 IPS officers as only 52 are presently posted in the state," said sources, adding that the total strength of IPS officers in J&K is proposed to be 147.
The state has sanctioned strength of 147 IPS officers of which 79 officers are presently holding the state cadre. Out of these 79 officers, 27 are on the central deputation thus reducing the number of IPS officers posted in the state to 52.
Among those who are on central deputation are some senior IPS officers of 1986 batch like D R Doley and Navin Agarwal, S M Sahai of 1987 batch officer, Dr B Srinivas (1990), R R Swain (1992), Pankaj Saxena (1993), Deepak Kumar (1993) batch are also on the central deputation. There are some IPS officers who on the central deputation for years.
J&K is one of the states having highest number of IPS vacancies thus affecting the work of officers who have to be assigned additional charge. "Due to shortage of IPS officers, many officers are holding additional charge in the police department," said sources in police department.
The gap is thus affecting the work and efficiency of the active officers who have been assigned additional charges.
The official said for the past more than six-years, the state government has failed to send a proposal to the Union Public Service Commission to fill the posts of IPS posts because of several litigations against the seniority list of KPS officers who are be inducted into the IPS cadre.
