| Number of my friends are living over there in Kashmir valley. I love them. But they are opposing me for the reason that whatever I am writing in the print media on Kashmir situation these days as also for the ultimate solution of the Kashmir issue which is lingering on since 1947. They are telling me that I am not writing about the facts and on the contrary they say that you ( me) always plead for solving the issue involved militarily instead of the talks between the two nations India and Pakistan. Actually they are the people who represent as a class of Intelligentia in the valley.
To me, it is hundred percent clear that I am on the right side always. While expressing their concern about the settlement of Kashmir issue amicably through talks only. At the moment , I am for the liberation of POK in compliance to the LOK SABHA RESOLUTION 1994. I will continue to argue and plead for the same in the right earnest.
On the contrary, they challenged me that you ( me) are afraid of narrating the actual facts about Kashmir . Pertinent to mention here that when the division of India was made on August 15, 1947 and Pakistan came into being as an independent Nation on the Globe, J&K was an independent state under Maharaja Hari Singh's Rule . Having felt helpless, due to the Qabailis intrusion in J&K on October 22, 1947, he requested the Indian Government to come at his rescue by sending its Army to defend his kingdom and for providing the life safety and protection to the subjects of this land . Maharaja Hari Singh signed the IOA acceding J&K with India on October 26, 1947. My friends main bone of contention was that I should accept that Jammu and Kashmir state acceded to Indian Dominion on three issues only i.e. Defense, Foreign affairs and Communication as per the Instrument of Accession (IOA) signed by the then Maharaja of J&K state Hari Singh on October 26, 1947.
In turn, I accepted that it is a known fact world wide. Then sharply they contested, "that we should stand on these lines firmly ". They became happy instantly . Thank God! Having the said interactions, many queries came in my mind that their sayings were O.K. Let it be like this but certainly one thing is there that Kashmir needs solution. They made it clear that issue of Kashmir can be thrashed out when Government of India comes to this stand only. They opined that an amicable solution to the problem of Kashmir can be found out by sticking to the IOA signed by the Maharaja of J&K only.
Further they were of the opinion that if GOI stands on this firmly then it will succeed in cracking the hard nuts which create hindrances in the settlement of the issue involved.
Not only this in the AOA the Coalition Government has made Hurriyat as one of the stakeholders to have the talks on the Kashmir issue. My friends also pleaded that the Hurriyat groups will agree with Pre-1953 Kashmir position. They are not pro PAK but they are for Independence. They want that there is a possibility of defusing the tangle of Kashmir to comply with the basel fields ie. Defence , external affairs and communication only. Things can be negotiated at the Interlocutor level first for which Huriyat should soften its stand on holding of talks with the Interlocutor appointed by the GOI.
Daneshwar Sharma who now a days is playing the role of an Interlocutor in the state of Jammu and Kashmir since October 2017. Acting swiftly, he has paid his five visits to this state and spent at least twenty four days in totality in Kashmir , Jammu and Leh besides visiting various Districts in the valley and Jammu effecting from Nov.6, last year and had met with a series of various delegations at Srinagar, Ladhakh and Jammu. The delegations were comprised of trade and business organizations , political parties , youth and students etc. etc. Having toured the state of Jammu and Kashmir, he confidently stated that the peace will return to the valley soon and declared that he will be visiting the state time and again. Feelers were also sent to the Separatists and the Hurriayat leadership for talks but they kept the distance for the reasons known to them only . Political experts feel that he may be able to crack the nut in convincing the Hurriyat group.
He had the interactions with the numerous delegations of the people and the social and religious organizations who are considered as the stakeholders in order to arrive at an amicable settlement of the Kashmi inside solution .
In the past 4-7 months, the situation in the valley was peaceful a little bit. Daneshwar is capable enough to grasp the things in the right earnest.
This may be the intention of the GOI in appointing him as the Interlocutor so as to enable to acclimatize with the valley scenario acquiring various inputs for his convenience to reach out at an amicable settlement of the Kashmir problem . There are feeling among the masses in Kashmir that pre-1953 position could be the lasting solution to the so-called Kashmir problem. Time and again, Dr. Farooq Abdullah and Hurriyat Group were asserting that it will do in the best interests of the valley people. Dr. Abdullah once said that there was nothing new in the demand that he put forth, saying that the root cause of the insurgency in the state and alienation of Kashmiri Muslims resulted from the conspiracy of New Delhi and its Kashmiri agents to bypass Article 370 and Delhi Agreement 1952 between the then Indian Prime Minister Jawaharlal Nehru and the then Jammu and Kashmir Waizr-e-Azam Sheikh Abdullah and brought the state surreptitiously within the purview of Central laws and institutions and thereby eroding Kashmiriyat. Jammu and Kashmir state enjoys a separate status under Article 370. It has its own constitution and a separate flag. Jammu and Kashmir is also the solitary state that, unlike other states of the Union, exercises residuary powers. No central legislation can be introduced in the state without the concurrence of the Jammu and Kashmir Government.
It is very much debatable as to will this restoration of the pre-1953 politico-constitutional position strengthen democracy in the state or redress the grievances of the Kashmiris and re-empower them? As a part of the diplomacy and in order to defuse the Kashmir Unrest, the Chief Minister of Jammu and Kashmir Mehbooba Mufti should take the initiative as she is having good relations with the leaders of moderate and staunch factions of both the Huriayat factions when her party was not in power and were fighting against the State Govt. set up for the cause of the valley people . She should rather mediate and pursue the Hurriayat leadership in order to have the talks with the Indian Interlocutor at the earliest so as to enable him to reach out at reasonable settlement. If Daneshwar Sharma succeeds in convincing the Hurriyat people, the State Government would definitely have the sigh of relief and there will be total peace and calm in the valley. At the same time , the Intelligentia of the valley should rise to the occasion in motivating the Hurriyat leadership for their active participation in the talks with the Interlocutor to defuse the tangle. Since I am an optimistic, I hope that Daneshwar Sharma will succeed in cracking the hard nut which is an obstruction to clinch the issue once for all.
If succeed in retoring the total normalcy in the valley , then certainly Pakistan would have to face another disintegration in the days to come . |
