Mehbooba following appeasement policy

From the recent actions of the Chief Minister of the state of Jammu and Kashmir, it is quite evident that she wants to please the militants who intend to surrender. An illustration on this score is that on March 21, she moved a proposal of Rehabilitation Policy of Militants in the State Cabinet meeting chaired by her, for seeking the nod of the cabinet. This did not get through because of the opposition from BJP Ministers and was deferred. From the contents of the instant proposal it appears that the present Coalition Government intends to play the role of a finance Corporate which is deplorable indeed. Having seen the news item in dailies on March 21, it has been noticed that the Coalition Government is moving in an entirely a different style of functioning in pleading the cause of the militants at the very cost of the nation. Thank God! The proposal of granting the various incentives to the militants who henceforth will surrender before the Army/ Police along with their weapons and ammunition materials, under the Rehabilitation Policy of Militants. Major differences were cropped up between the Coalition partners when the issue, in question, came into discussions in the State Cabinet meeting held at Jammu on March 20 under the chairmanship of the Chief minister Mehbooba Mufti. It has been learnt that BJP Ministers opposed it strongly and registered their protest with one voice. It is really deplorable as it will go suicidal for the present Coalition Government , if given the nod. From the ongoing situation prevailing on the ground and the functioning of the Coalition Government under the chairmanship of the Chief Minister Mehbooba Mufti, it is quite evident that the actions and the deeds of the government are not fair but are going detrimental to the interests of the nation as a whole. The Chief Minister Mehbooba Mufti does not speak the Indian language but only pressurize the Central Government led by the NDA under the Prime Minister ship of Narender Modi. Every time she speaks for the initiation of Dialogue with Pakistan and ask the PM Narender Modi representing the nation to act as the elder brother thereby treating Pakistan as a younger brother. It is very strange that she does not use any aggressive language against Pakistan just to please her supporters in the valley who have their outright sympathies for Pakistan. Based upon the in depth analysis of the proposed hikes in granting the various incentives to the militant surrendering before the Army or Police, the granting of the various incentives to the militants who will surrender before the Army/ Police along with their weapons and ammunition materials ( Not approved as yet), it can be presumed that the State Government has the pro-militant approach as it always wants to see the interests and welfare of the militants at the cost of the lives of the innocents and Army soldiers and Officers being killed in the valley as also compromising with the hardships of the brave people living on the International Border and Line of Control. Granting of financial aids to the victims of the Cease fire violations being made Pakistan these days, pinches the state Government indeed. Over, all these things, a relevant question arises which pertains to the Integrity and Sovereignty of the nation, before presenting this instant proposal in the State Cabinet meeting, had the State government obtained the nod from the Central Government or not ? If it is yes then it is O.K. whereas it did not seek the previous approval of the same, the matter is very serious. Thank God! This time BJP Ministers in the Coalition Government spoke strongly with one voice that they don't approve the same resulting which the issue in question, stands deferred for some time. This was the second attempt of the PDP, on this score, in getting the approval to the proposal from the State Cabinet in favour of the surrendering militants. This was ridiculous. This time increase in the incentives to the militants was to the order ranging from 300 Percent to 3300 Percent. To me, it appears that it was a mindless proposal where no mind was applied seriously especially keeping in view the Integrity and Sovereignty of the nation. Earlier also in 2004, during the time of former Chief Minister Late Mufti Mohanmmed Sayeed various incentives were given to the surrendering militants. It cannot be ascertained whether Late Mufti Sayeed had took the nod from the Central Government or not but the fact of the matter is that the militants who surrendered after 2004 were given the monetary benefits from the state exchequer at the cost of poor people who are dying for hunger. He might have taken the nod from the Centre. Now once again, the Chief Minister Mehbooba Mufti has made an attempt to go through with the captioned proposal of granting the various incentives (enhanced) besides Rs. 6 lakh and Job schemes to the surrendering militants (individual wise) along with their weaponry and the ammunition materials. Having made the in depth analysis of the issue involved, I am of the firm view that earlier incentives availed of by the surrendered militants led us nowhere but certainly this attempt of the State Governments of the time actually made the Kashmir issue more grave which was never before as very recently former Prime Minister of the nation Dr. Manmohan Singh observed the same. It is worth mentioning here that Militants after surrendering before the Army / Police brought their wives ( from POK) along with the children into the state and added fuel to the fire. The present State Government is very cordial and has full sympathies for them. From the political circles, it is learnt that all these surrendered militants and their families will be provided with the citizenship rights and PRCs will also be issued by the Administration to them. This is totally ridiculous in the sense that the West Pakistani Refugees 1947, 1965 and 1971 are being denied the same for the reasons best known to authorities at the helm of affairs. It is worth mentioning here that the Central Governments always adopted the appeasement policy with regard to the state of Jammu and Kashmir and with the result since 1947, we have brought to this awkward and awful stage when the things are totally out of control and the people there in the valley do the governmental jobs and also come openly in support of pro Pak groups and vitiate the peaceful atmosphere. In this pitiable situation the State Government instead of concentrating on other important sectors, is doing the job of a big Corporate dealing in the Finances. Like a finance company, it is attracting the militants and appealing them to surrender and fetch money under the so called Rehabilitation policy. Rehabilitation Policy 2004 made the situation in the valley as grave one which has led us nowhere and everybody is crying for the settlement of Kashmir issue as soon as possible . Pertinent to mention here that the State Government has lot of sympathies for the people who chose to adopt the path of militancy and have caused massive damage to the state and the nation since 1989. Kashmir which was 'Janat' earlier and since 1989 it has become a 'Hell' as thousands of innocents have lost their lives for the socalled freedom movement launched by the various militant outfits and the Hurriayat. They, and the successive governments of the state are responsible for the present state of affairs in the state of Jammu and Kashmir. The State Government is totally indifferent to the Army which is aiding, defending and providing the security cover to all the sections of the society in the valley . Not only this, while doing these activities they loose their precious lives in protecting the lives of the common people from the subversive activities of the militant out fits in the valley .It is not the Government job to finance the surrendering militants liberally but there is a need for controlling the situation with firm hands without giving them the latitude at the cost of the nation . If the State Government would go like this, I apprehend that situation in the valley would be so bad from where no return would be possible except liberating the POK from the clutches of the military Rulers. The State Government should avoid the policy of appeasing the militants. It is also expected that since BJP Ministers have come out of the deep sleep of four years and are now raising their voices for the Jammuites in particular and the nation in general. Under the prevailing circumstances, possibilities are there that Mehbooba may quit in the days to come.
