ISM department goes beyond its brief, transfers doctors along with post
Premature transfer of some medicos also carried out

srinagar, Mar 25: Despite the government directive that no Head of Department (HOD) of any government undertaking in Jammu & Kashmir can transfer an employee along with the post, the Indian System of Medicine (ISM) department is working otherwise.
The department just few days ordered for the transfer of some doctors along with the post. In such a way the department has crossed its 'jurisdiction' much to the discomfiture of majority of the employees in the ISM department. These employees are not happy with the government and have raised banner of revolt.
The ISM department issued couple of orders on March 16 and March 19, 2018 seeking rationalization of staff in the department. The orders pointed out that as many as 36 doctors were transferred on the pretext of rationalizing the staff in the department.
Dr. Ruhi Tabassum posted at ISM dispensary Arreh, Kulgam in South Kashmir has been transferred along with the post to Government Unani Hospital, Shalteng. Dr. Ruhi who was working on internal arrangement basis was posted along with the post to Unani Hospital, Shalteng.
Her transfer was affected under order number DISM/Est/13244-52 dated 16-03-2018. In addition to Dr. Ruhi, 15 other doctors posted at different ISM units across the length and breadth of the state, were transferred to new places of posting. All this was done in the name of rationalization of staff.
Dr. Mushtaq Ahmad Aga posted at ISM dispensary Fateh Kadal, Srinagar has been transferred to Government Unani Hospital, Shalteng Srinagar (run on internal arrangement basis) along with post. Dr. Aga was transferred under the order number 13306-14 dated 19-03-2018. In all 20 ISM doctors were transferred under this particular order.
Sources told Early Times that transfer of the doctors along with their post to Unani Hospital, Srinagar is totally uncalled for adding that the department cannot do so since it is bound by rules and regulations. They said it also creates an imbalance in the department since there is no need of more doctors at the Unani Hospital, Srinagar.
"There is specified creation of doctors at Unani Hospital, Srinagar and any addition to the same is bound to create imbalance. However, the ISM department has bye-passed all rules and regulations and ordered for the transfer of doctors along with the post. It seems the department is not bothered about the standing guidelines in this regard," said sources.
According to the order number 13306-14 the Director ISM has also ordered for the premature transfer of at least three doctors. Dr. Tazien Vakeel posted at the AYUSH unit of Jawaharlal Nehru Memorial (JLNM) Hospital, Rainawari has been transferred to AYUSH unit of JLNM Hospital (run on internal arrangement basis) along with the post.
Dr. Tazien's transfer has also come under a cloud since the transfer is a premature one. In the same way transfer of Dr. Irfan Ahmad Bhat from ISM dispensary Wayil, Ganderbal to ISM dispensary Nandpora, Srinagar and that of Dr. Neha Jolly from ISM dispensary Kheri, Jammu to ISM dispensary Sarna, Samba has come under scanner since the same are premature in nature. Dr. Neha has joined the department in February 2017 and this is her posting in the last one year or so.
The department issued an extraordinary order on March 22, 2018 according to which it has been said that medical officers transferred through order numbers DISM/Est/13244-52 and 13306-14 dated 16-03-2018 and 19-03-2018 respectively shall deem to have been relieved from their present places of posting.
"In view of the non-availability of I/c Deputy Director ISM Kashmir due to illness, it is hereby ordered that the medical officers transferred vide Order No. DISM/Est/13244-52 dated 16-03-2018 and DISM/Est/13306-14 dated 19-03-2018, will be deemed to have been relieved and shall report their new place of posting forthwith. All concerned ADMOs are directed furnish compliance report to this office without fail," reads the order number 13843-48 dated 22-03-2018.
Sources said that this order has been issued following huge cry over the transfers affected in the department in the past one week or so. They said the orders were issued in the back date and handed over to the concerned officers only few days back.
