ASER 2017 paints gloomy picture of education sector in Budgam district | | | Jehangir Rashid
Early Times Report SRINAGAR, Mar 25: Despite tall claims of the people in government that education sector has progressed by leaps and bounds the picture of education sector in the Central Kashmir' Budgam district is gloomy. This has been depicted by a research carried out by Annual Status of Education Report (ASER), a central non-governmental organization (NGO). The survey was facilitated by Pratham and the research was carried out for 2017. The survey pointed out that 21 percent females are not enrolled as compared to nine percent males in the educational institutions in the Budgam district. The ASER 2017 'Beyond Basics' targeted 28 Districts, 1641 villages, 25,726 households, 30,532 youth of 24 states of rural India. In Kashmir Budgam was chosen as target district. Sixty (60) villages, 936 households and 1154 youth of age 14-18 were surveyed by ASER with help of 87 volunteers in partnership of DIET Beerwah in the district. The survey showed that 86 percent youth are still in schools with only 4 percent being in colleges. It said that 10 percent youth are not enrolled anywhere. The survey points out that 16 percent youth are not enrolled in the age 17-18. When it comes to vocational training the survey reveals that only four percent of all youth are taking vocational training. While only 2 percent in the 14-16 age group take such courses the same increases to six percent for 17-18 year group. "In the district it was found that only 44 percent of all youth can do division problems and males perform better than females on ASER reading tasks by 3 percent. 82 percent girls and 84 percent boys could read the sentences and 67 percent of youth can add weight correctly. At the national level the survey reveals that 75 percent of youth can read fluently. About 54 percent can read and follow the written directions and 50 percent girls can do as compared to 58 percent boys," reads the survey report. The survey report said that while as in Budgam 70 percent youth can read fluently, 54 percent can read and follow the written instructions and 52 percent girls can do as compared to 57 percent boys. When it comes to general knowledge 66 percent in Budgam could correctly identify their state as compared to 42 percent of the country could show their state on the country's map. Beyond Basics focused on the older age-group and looked it to explore a wider set of domains beyond foundational skills. The four domains which were explored were activity, ability, awareness and aspiration. "In our sample we found that girls and young women have far lower access to computer and internet as compared to boys. While 49 percent males have never used the internet, close to 76 percent females have never done so at national level. In Budgam, while 44 percent males have never used the internet, 78 percent females have never done so. The survey concluded that most youth are in school or college. Therefore there is still time to build their skill-sets before it becomes difficult to access them," said a researcher. |
