Lecturers, teaching assistants appointed under academic arrangement receive windfall
Monthly remuneration increased in range of 55-83 percent

SRINAGAR, Mar 28: The state government today ordered whopping increase in the honorarium of lecturers and teaching assistants appointed under academic arrangement in different educational institutes in the higher education sector of the state.
The enhancement in the honorarium is unprecedented since it has been increased in the range of 55-83 percent. The order of enhancement was issued by the Higher Education Department followed by recommendation of the Finance department.
According to the order issued the teaching assistants have benefitted more since their honorarium has been increased by more than 83 percent. For the lecturers the honorarium has been increased by more than 55 percent.
Before the issuance of today's order the lecturers working on the academic arrangement in the state were receiving Rs. 18,000 as honorarium per month. The same has been increased to Rs. 28,000 per month. The teaching assistants were receiving Rs. 12,000 per month and with the issuance of today's order the same would be Rs. 22,000 per month.
"Sanction is hereby accorded to the enhancement of remuneration in favour of candidates engaged on academic arrangement basis as Lecturers and Teaching in Higher Education Department as under," reads the Government Order number 219-HE of 2018 dated 28-03-2018. The order has been issued by Dr. Asgar Hassan Samoon, Principal Secretary, Higher Education Department.
The order reads that remuneration of lecturers is increased to Rs. 28,000 from Rs. 18,000 and that for teaching assistants is increased to Rs. 22,000 from Rs. 12,000. The department said that the order has been issued with regard to reference U.O. No. A/99 (2003)-164 dated 24-03-2018 received from Finance Department.
Academic arrangement is an arrangement undertaken to make up for shortage of staff in educational as well as technical institutes in the absence of regular staff. The same is done to ensure that class work does not get affected in these institutes. The appointed people are asked to produce an affidavit stating that they would not claim for regularization in the department.
The academic arrangement in the higher education was introduced in Jammu & Kashmir years back in order to make up for the deficiency being faced by the higher education department and technical education in the teaching staff. This has resulted into a situation by virtue of which qualified but unemployed youth get tenure based employment.
Delay in filling up the posts by recruitment agencies on permanent basis gives an opportunity to the youth to apply for the teaching posts in the different colleges of the state. These youth are appointed on adhoc basis better known as academic arrangement. Such recruitment is done by Public Service Commission (PSC).
Although, the governments in the state in the past have been maintaining that there is a need to put an end to the culture of academic arrangement, but nobody has so far bell the cat in this regard. It remains to be seen whether the academic arrangement would end in the state or not.
