Tribal Affairs Deptt created hatred between communities | Preserving communal harmony in Jammu | | Early Times Report
JAMMU, Mar 28: The Tribal Affairs Department of Jammu & Kashmir Government is creating a gulf between communities in Jammu, which is known for harmonious inter-communal relations since decades and where people professing different faiths have been living peacefully and sharing each other's sorrow and happiness since 1947. It's minutes of February 14, 2018 have created a fear-psychosis among the members of the majority community in Jammu province about the intentions of the state government. What has alarmed them and created bitterness between them and other social groups all the more were the minutes of the review meeting of the Tribal Affairs Department which created an impression among the members of the majority community of Jammu province that the state government was all out to promote land grabbing in Jammu and change its demography for "ulterior purposes". The minutes (which are still very much there), had among other things, restrained police authorities and all the Deputy Commissioners in Jammu province from extending any help to different authorities in launching eviction drive against tribals without the approval from Tribal Affairs Department. All this clearly indicated that the provisions of CrPC, RPC, Land Revenue Act and other penal laws of the criminal justice system will not be invoked against the Gujjar and Bakerwals even if they committed a crime under the express provisions of these penal laws. Besides, the government had also passed directions that till a formal tribal policy was formulated and issued tribal population should not be disturbed or dislocated. Not only this, even instructions had been issued to the concerned authorities to allow the tribals to freely transport bovine animals from one place to other on the pretext that "animal rearing is their profession". These directions were violative of Section 188 RPC and Animal Cruelty Act. As was expected, these directions created a sort of furore in the province with members of the majority community criticizing the minutes and directions to the Deputy Commissions and police officials and demanding their withdrawal. Convinced that the controversy would hurt it and jeopardize its electoral prospects, the BJP took the plunge. Its MoS, Tribal Affairs, Ajay Nanda, who was present in the review meeting held on February 14 told the media that the minutes were tampered and that he was not a party to the government directions to Deputy Commissioners and Police. However, instead of mollifying Ajay Nanda and addressing his concerns, Tribal Affairs department added fuel to the fire by asserting that what was revealed by Jammu lawyer Ankur Sharma had been discussed and that the Chief Minister did issue directions to the Deputy Commissioners and Police officials to not disturb or dislocate members of the tribal community. It could have aroused passions, thus creating an impression that he was vitiating the atmosphere in Jammu. The worst part of the whole situation is that the government has not withdrawn these directions and the BJP ministers have been maintaining a criminal silence over the sensitive issue, which could snowball into a major confrontation. It would be only desirable if the Tribal Affairs Department withdrew the controversial minutes to maintain communal amity in Jammu province. |
