Early Times Report Jammu, Apr 16: The J&K State Subject Commission (JKSSC), which was set up to look into the issue of non-state subjects managing to get Permanent Residence Certificates (PRC) by illegal means, has been almost defunct for over one and half year, prolonging the sufferings of genuine applicants. The JKSSC was set up in 1999 to look into the veracity of the complaints against the non-state subject holders who have managed to get PRCs in the state. "So far only few recommendation have been accepted by the government and has cancelled the PRCs of over 100 non-state subject holders but for the last over one year, its functioning has come to a grinding halt", an applicant said. The applicant further informed that the Chairman of the Commission remained unavailable in the office for the last over one and half year, due to which the applicants were given next date of hearing but on that day the same assurances get repeated. "Probably, the Chairman is not well, so he is not able to come to office. But if government is aware of the matter, it is its failure to appoint a new Chairman for the welfare of masses", another litigant said, adding that for the last over one year, they have been getting new dates of hearing, aggravating their agony. An applicant also said that even the genuine litigants were not able to prove themselves as PRC holders, and only SSC could prove the same. Commissioner Secretary of Revenue, Shahid Inayatullah, said that he had also got inputs about the problems faced by people due to JKSSC's non-functioning. "Some of the PRC cases, which were in the tribunal would be likely to placed before the minister, as per the constitution for further action", he said. Regarding the constitution of Committee to look into the issue of PRC certificate to women after their marriage, Inayatullah said that three meetings of the Committee have already been taken place, which he had also attended and soon minutes of meetings would be published. He further said that department has been working on all the issues and by May 15, probably all the issues would be solved and Commission would start functioning properly. On being asked if the Chairman will be removed, he said that if he will not be able to work, "then obviously he would be removed." |
