GMC's Principal disobeys court direction
Pending salaries of employees

Jammu, Apr 30: The Principal of Government Medical College and Hospital (GMC&H) Jammu has reportedly not implemented High Court direction on releasing pending salaries of paramedical employees appointed under SRO384/409 in the GMC and its associated hospitals.
Sources informed Early Times that the employees who have completed six years of service under same SRO in GMC Jammu and its associated hospitals are without salaries for the last 13 months. But astoundingly their counterparts in GMC Srinagar get salary regularly.
Under this SRO, more than 400 employees including nurses, technicians and multipurpose health workers are working. Instead of releasing their salaries on GMC Srinagar basis, the GMC Jammu administration blocked their salary since 2017, compelling them for agitation.
Some of the employees have completed six years of service under same SRO and now they are over aged and cannot apply for any government job. Hence, they knocked the doors of High Court. In the High Court Jammu order, released on August 22, 2017, the counsel for the petitioners stated that in a identical writ petition (SWP No.2068/2016) a coordinate bench of this court had passed interim direction vide order dated 28-12-2016. The counsel prayed for similar direction in the petition in hand. "In view of aforesaid submission and with a view to maintain parity, it is directed that status quo with regard to service conditions of the petitioners shall be maintained till next date before the bench," the High Court had ordered.
Moreover, the Health and Medical Education Department on March 27, 2018 informed GMC Jammu Principal that the department vide communication No. ME/legal /NG/14/2017-S dated 26-02-2017 "invited your attention towards order passed by the court in the above titled case on 21-08-2017 and advised you to examine/consider case of the applicants/petitioners for release of legitimate salary under rules for the period they worked, as also directed by the court and thereafter take appropriate decision in the matter."
After the direction of High Court and Health and Medical Education Department, the GMC Jammu Principal issued a circular under endorsement No AHJ/2017/2481-88 dated 19-01-2018. As per the circular, all the head of the departments/medical superintendents/ controlling officers were impressed upon not to disturb the status of the petitioners who have obtained status quo directions in the writ petitions subject to the outcome of the petitions.
But surprisingly, despite court and Department concerned direction, the employees are without salary, though they are rendering their services with full dedication in GMC Jammu, SMGS Hospital, SSH, CD Hospital and Dental College.
"The delay on part of GMC Jammu Principal to release the salary has created lot of problems for us", an employee working as a technician said, adding he could not afford school fee of his children and the school administration has warned time to time to expel children ,if he failed to submit the fee.
GMC&H, Jammu Principal Dr Sunanda Raina was not available for comments.
