In violation of rules, Class-IV employees deposit bills with Treasury Officer | | | Ashwani Sharma

Udhampur May 2: Violating all the rules, the drawing and disbursing officers (DDOs) in Udhampur are deputing class-IV employees or orderlies to deposit bills of different types in treasury office, sources said. Under rules, officials not below the rank of junior assistant, senior assistant or head assistant (ministerial) are authorized for depositing the bills in treasury offices. These bills include salary bills, expenditure etc. Apart from this, a letter containing attested signatures of such official, that is, junior assistant, senior assistant or head assistant (ministerial) as is authorized for depositing the bills should also be given to the treasury with the bills for records and references in treasury office. Recently District Treasury Office Kupwara has issued a circular in this regard that they (District Treasury Office Kupwara) will not accept any bills from the departments sent through class IV employees or any other unauthorized personnel. Sources informed that unauthorized and less qualified personnel depositing the bills are a gross violation of financial rules and it may also result in financial mistake in the accounts as the work by lesser qualified personnel is prone to mistakes.
