Suspension order issued by ADC Budgam makes no difference for Patwari

SRINAGAR, May 9: Lack of accountability in the system in the state can be gauged by the fact that many officials give damn to government orders and carry on with their 'work' while showing no concern whatsoever to the orders issued.
Same has happened in Central Kashmir's Budgam district with an order issued by the office of Deputy Commissioner, Budgam being reduced to a mere piece of paper. The order has not been implemented and as such one is constrained to say that rules are for fools.
Additional Deputy Commissioner Budgam issued an order asking for the suspension of a Patwari of the district holding charge of four halqas. The suspension of the Patwari turned out to be a mere formality since he is continuing with his official work at the previous places of posting minus one place.
"Pending enquiry into the facilitation of illegal excavation of soil in village Paller Shri Farooq Ahmad Bhat P/H Paller is hereby placed under suspension with immediate effect and is attached with this office forth with. He shall hand over the charge of villages under his charge to the Patwari Halqa concerned i. e., Paller to Ali Mohammad, Ichgam to Feroz Ahmad Dar, Kathwar Check Gojra and Hayatpora to Gh Hussain P/H Jawalapora," reads the order number DCB/SM/04 of 2018 dated 16-04-2018.
The suspension order was copied to Tehsildar Budgam and the concerned Patwaris for immediate compliance. The same officer issued yet another order on the same date asking for the transfer of some Patwaris in the district. Interestingly the transfer order was copied to Divisional Commissioner Kashmir, SDM Chadoora/ Beerwah/ Khan Sahib, Tehsildars concerned and the concerned Patwaris. This was not done with respect to suspension order.
Early Times has learnt from sources that the suspended Patwari continues to work at three halqas with the charge of fourth halqa given to another revenue official. Farooq continues to work as Patwari for Paller, Kathwar Check Gojra and Hayatpora with the charge of Ichgam halqa being given to Feroz Ahmad Dar.
"The suspension order was issued almost a month back but that did not make any difference for Farooq. He continues to carry out the job of the Patwari at the three halqas while giving a damn to the suspension order issued by ADC Budgam. As such the suspension order has been reduced to a piece of paper with no action being taken on ground," said sources.
Sources said that the Patwari is trying to influence the incumbent minister of revenue Ghulam Nabi Lone Hanjura who belongs to Budgam and represents Charar-I-Sharief in the legislative assembly. There are chances that the suspension order might be revoked in near future and the Patwari is already on the job, said the sources.
