DCs fail to submit details before GAD PIL on RTI implementation 6/3/2018 10:30:16 PM Early Times Report Srinagar, June 3: All the Deputy Commissioners of J&K have miserably failed to submit details of awareness programmes / workshops conducted on J&K RTI Act 2009 before the General Administrating Department (GAD) inspite of the fact that two reminders were issued by GAD to all the DCs of state . GAD which is the main respondent in a PIL filed by J&K RTI Movement has been caught on a wrong foot as not even a single DC responded to its communication. Vide official communication No : GAD (L) F-144 /2018 Dated 17.04.2018 GAD addressed a letter to all the DCs asking them to submit the details of seminars , conferences and training programmes organized regarding awareness of RTI Act among PIOs , FAAs and specially for general public from date of its inception in J&K; But the DCs hardly bothered to respond to GADs notice . Except Institute of Management & Public Administration, no other Govt agency responded to GADs notice. As Government failed to abide by around half a dozen circulars and notices of State Information Commission (SIC) on ensuring pro-active disclosure of information under section 4 (1) (b) of J&K RTI Act , the Jammu & Kashmir RTI Movement (RTIM) sought judicial intervention by way of a Public Interest Litigation (PIL) which was heard on April 3rd by Division Bench of J&K High Court at Srinagar. The High Court hadsought compliance from General Administration Department (GAD) by May15th about suomoto disclosure of information under section 4 of JK RTIAct 2009). While submitting a report on May 15th Government had nothing to show except a report from IMPA which is quite discouraging. GAD has send notice to all the HODs and Deputy Commissioners but nobody responded. RTI Movement in its PIL has prayed before the High Court that massive RTI awareness campaign and making of pro active disclosure of information by Govt offices on their official websites be made as mandated under section 4 of the State RTI Act.   Share This News with Your Friends on Social Network     Comment on this Story
