Transfer order issued by ex-Dir ISM revoked | Health deptt vindicates ET report | | Early Times Report
Jammu, July 2: The Health and Medical Education Department has vindicated a report carried by Early Times in which it was said that former Director ISM had issued transfer orders in violation of transfer policy in favour of scores of doctors. Early Times in its report dated May 15, 2018 under title "Ex-Dir ISM issues illegal transfer orders, then wastes public money on caveats" had exposed how the then Director had issued transfer orders in absolute violation of transfer policy. The Director instantly used to file caveats through Advocate General office in High Court (as if he himself is beneficiary) at the cost of state exchequer. In the report it was also mentioned that these orders were issued on the dates when the Director, Dr. Abdul Kabir Dar, was actually at Delhi in connection with some official working. He was transferred by government on March 20. But the new Director ISM didn't assume charge of ISM for a couple of days, and Dr Dar got opportunity to issue scores of illegal transfer orders in violation of transfer policy. Sources in department concerned said that such practice of issuing fraudulent orders and instantly filing unnecessary caveat by the then Director ISM was in vogue for last couple of years, putting the exchequer to loss. The Health and Medical Education Department vide order No:HD/ISM/62/2018, dated 28-06-2018 had directed to Director ISM rescind only those orders issued by the then Director ISM w.e.f 15-03-2018 to 27-03-2018 wherein the doctors have not joined at the new place of posting. Also clarify as to whether the seniority and eligibility has been taken into consideration before posting of officers as I/C Dy. Director, ISM Jammu and ADMO Jammu. Details of orders for which caveats have been filed be shared with the administrative Department. In the order, ISM Director instructed not to issue any transfer/attachment orders of Medical Officers and other gazetted levels post without the prior approval from the administrative department. The department also directed the Director to furnish the following: details of Medical Officers (as per seniority) presently working in the ISM department along with their present place of posting, stay position and their qualification. List of Medical Officers worked/working as in-charge ADMO's (whether retired/in service) along with their present place of posting/ total tenure as ADMO as well as their qualification. List of A and B -Grade specialist (Ayurveda and Unani) (as per seniority) in the ISM Department along with their present place of posting, stay position and qualification. |
