Holiday on Maharaja's birthday: File shelved in GAD | | | Early Times Report Jammu, July 2: At a time when the BJP-PDP government in the state has fallen apart and chances of any re-stitching of the coalition look meager, the question related to the declaration of holiday on birthday of Maharaja Hari Singh keeping haunting the BJP on its face. The file, till the last day of the coalition government remained shelved in the General Administrative Department, with those at the helm not giving a damn to the aspirations of the people of Jammu and due respect to the last Dogra king of the state. On January 24, 2017, the upper house adopted a resolution urging the government to declare holiday on September 23 every year on birth anniversary of Maharaja Hari Singh. The private member resolution was moved by BJP MLC, Ajatshatru Singh, who is the grandson of the late Maharaja. The resolution was accepted and Deputy Chairman Jahangir Hussain Mir who asked government to respond. Then Minister of Education and Leader of the House Naeem Akther, who was nicknamed 'Birbal' for his political machinations, had said, "Jammu and Kashmir already observes 28 state holidays in addition to provincial, restricted, local holidays. In this circumstance it's not feasible for government to further increase the number of holidays." He had urged Ajatshatru to withdraw the resolution. Normally members withdraw resolutions after reply from the government but in this case Ajatshatru refused to withdraw and pressed for discussion and voting. Several legislators from PDP and BJP praised the administration of late Maharaja. Though NC and Congress politicised the issue and opposed the resolution, the duo couldn't stop it from getting passed by the majority in state's upper house. However, the government kept the final decision in this regard in limbo, making no effort to implement the resolution on ground. The coalition in the state remained reluctant to pass a government order in this regard and the issued was sidelined with the deliberate attempt. It was informed further that on day when the Legislative Council passed the resolution, its details were sent by the secretary Assembly to Secretary General Administrative Department. It was informed that the procedure in vogue is that wherever a resolution is passed in the Upper house of the state legislature, its details are forwarded the GAD for further action. The resolution pertaining to declaring state holiday on Maharaja Hari Singh's birthday was also sent to the GAD for further action thereof. It was also informed that the coalition government didn't exhibit any keenness in passing the order to declare holiday on Maharaja's birthday, thus belittling the resolution passed the peoples' representatives on the floor of the house. What the leaders sitting inside the power corridors have forgotten is the fact that those who passed the resolution represent people. The government is duty bound to accept it. However, the dilatory mode of functioning have bellied the government claims of upholding the principles of democracy and fair play. Meanwhile, as of now the resolution with remarks given by the Secretary Legislative Council are there at the GAD with no action taken so far. |
