Discrimination with Martyrs | | | Jamwal Mahadeep Singh
Surely martyrs, irre spective of the special phase of the divine idea for which they gladly give up their bodies to torture and to death, are the truest heroes of history. When we look to this aspect, the government's intentions to raise statues and to rename some conspicuous places on martyrs name is welcome step and real vision to pay tributes to the martyrs, who lay their life for the sake of the country. Here it becomes troubling spot when local administration is least concerned about such war heroes. We are the living witness to such discriminatory attitude of the authorities, who take the matters concerning the issues of the martyrs as least concern and sit over the files. A similar story is resonating in Udhampur in respect of highly decorated martyr of 1948, Subedar Krishan Singh Jamwal, resident of a small village Urlian in tehsil Udhampur under the jurisdiction of police station Rehamble, Udhampur. During the turmoil period of independence, the violent attempts of Pak Army to capture Indian Territory were frequently attempted in Poonch sector and army unit of 8th Jak Rifle was entrusted to deal with such attempts of the Pak Army. In a similar attempt, an Indian army picket number 12 was captured by Pak Army in Poonch sector. To recapture the picket, a small group of Indian army was deputed by Captain Kirpal Singh coy commander of 8th Jak Rifle under the command of Subedar Krishan Singh Jamwal. The said group by crawling in the mid night of July 15/16, 1948, tried to recapture the occupied picket. A baynot fight took place between this group and intruders of Pak Army and ultimately the picket was recaptured by the brave group but in the scuffle, Subedar Krishan Singh Jamwal and sepoy Bua Ditta lost their life for honoring the pride of the country and to maintain the territory of Indian soil. The brave sacrifice of both soldiers was recognized as exemplary and Government of India decorated both war heroes of the episode posthumously by conferring second highest gallantry war time award 'Vir Chakra' in 1948. The daring deeds of Subedar Krishan Singh Jamwal stand well explained under the chapter "Poonch Khshetar Ki Raksha" in the book "Jak Rifles Ke Vir Senani (Jammu Aur Kashmir Rifle Ka Itihas). The place where the scuffle to recapture the picket took place and Subedar Krishan Singh Jamwal lost his life is well known as "Krishna Ghati" in Poonch sector as a mark of respect to the martyr. This valiant soldier was from a village now much popular as "Matamaha Maya Gaon - Urlian". The relatives of the martyr and residents of the village have constituted "Krishan Singh Jamwal Memorial Welfare Committee- Urlian" (KSMWC) and retired Sr. Superintendant of Police hailing from the same village, architect of this article is the President of the committee. The committee is working towards bringing into lime light, those who have laid their life while serving for maintaining the integrity of their nation but are in oblivion and discarded by the administration and living a miserable life. At first hand the committee through the efforts of 'Poorav Seva Sanik Parishad' got the name of the brave soldier engraved in the list of martyrs at place 'Shardhanjli Sthal' raised just near to police station Udhampur. The committee took up the cause of allotment of just few Marlas of land to raise of statue of Vir Chakra awardees Krishan Singh Jamwal and to name one of the conspicuous chowk of Udhamur on his name about two years back in furtherance of the policy of the government. A memorandum was submitted to the then Deputy Commissioner Udhampur by residents of village Urlian, Tehsil Udhampur (J&K) through organisor/president 'Krishan Singh Memorial Welfare Committee, Urlian', high lighting the demand for erection of statue of Subedar Krishan Singh Jamwal, Vir Chakra awaredee of 1948 and naming one of the conspicuous Chowk of Udhampur town on his name. Considering it as justified projection, then DC Udhampur was kind enough to direct Tehsil Udhampur vide letter number 7819-21/Adm dated 01-01-2016 to propose a suitable site for purpose on priority. Accordingly Chief executive Office Municipal Council Udhampur was also directed for N/A in respect of naming of one of the chowk of Udhampur as projected. Subsequently the discussion held in the office of EO Municipal Council Udhampur on 20-01-2016 and as desired 'NOC" from nearby residents and shopkeepers was furnished to EO vide communication dated 25-04-2016. Further a notification for 'No Objection' was circulated by Municipal Council Udhampur was published in DE dated 7th May 2016. As none objected, hence EO Municipal Council vide letter No: MCU/2016-17/860-62 Dated 13/8/2016, sought permission for renaming of the existing Chowk Venus Chowk as 'Shahid Krishan Singh Memorial Venus Chowk Udhampur. When the communication of the EO was not responded by the DC Office, the committee members hotly pursued the matter both in EO's office as well as the office of DC Udhampur. The unimaginable visits by the committee members ultimately broke the silence on the file and DC office responded the letter of EO Municipal Council Udhampur and directed EO to 'proceed in the matter on the same analogy being adopted in the past' vide letter No: DCU/SQ/2476-77 dated 23-08-2017. Need not to mention that how quick was the response in the matter. It took complete more than one year to write two lines on the subject. Thereafter again the matter was dumped in the o/o EO Municipal Council for pretty long time that compelled the committee members to approach the EO in the matter. Recently the EO Municipal Council Udhampur, when contacted on phone apprised that the complete file has been redirected to DC office and the matter is pending with Chief Planning Officer in the DC office Udhampur and the copies of the file have not been retained by the EO office. Thus a matter pertaining to restore of honor of a Vr C. awardee is being shuttled between two offices like shuttle cocks and the committee has been compelled to lick the dust for the cause of a war hero. Some reference of Apex Court restrictions have been verbally conveyed by EO office and on the reasons the file stand redirected to DC, where it is lying in silent bag for the last one year. Need not to a mention, when the Cause of first Vir Chakra awardee of 1948 first of the district, naming the place as Krishna Ghati in Poonch, what defers the administration to take the decision. It is pertinent to mention here the dubious role of Executive Officer Municipal Council Udhampur and the DC office with regard to martyrs has compelled the KSMWC Urlian to project the matter as discrimination with martyrs on the facts that when no decision has been taken on the committee's memorandum, whereas in between this period the statues of other two martyrs of the district stand erected at NHW and within the city. The claim of similar treatment is being sought for the last years but why the district administration is discriminating with ever first Vir Chakra awardees of 1948 is a question of million dollar and some accusing questions require to be answered by the concerned authorities as: Why it took complete one year in the o/o DC Udhampur to respond the EO's letter as mentioned above, dated MCU/2016-17/860-62 Dated 13/8/2016? What happened in the office of Tehsildar Udhampur to letter No: 7819-21/Adm dated 01-01-2016 addressed by DC Udhampur for identification of suitable site for erection of the statue of Subedar Krishan Singh Jamwal, Vr, C, awardees of 1948? What happened to the file reportedly sent to DC office and as reported lying in the office of CPO office in DC office? The matter as grievance was referred to HE Governor and committee has been intimated by grievance cell that the grievance of the committee has been registered under number 999000884984 and directed to DC Udhampur for redressal. The million dollar question here arises is why the martyrs are discriminated? Is all welfare schemes are on papers? Is it a hoax created by governments to honor the martyrs by raising their statues and naming of conspicuous places in their concerned places of belonging? Does the responsibility of authorities seize after carrying dead bodies of martyrs on their shoulders, attending funerals with state honor and politicians announcing many tall commitments to remember these martyrs in the time ahead as we Udhampurians have seen in case of Shahid Captain Tushar Mahajan of naming Railway Station Udhampur on his name and erecting a park in the vicinity of Udhampur as Tushar Mahajan Park. |
