State's new medical colleges in jeopardy
MCI may reject application forms of incharge Principals

JAMMU, July 17: It appears that the Health and Medical Education Department of the state is not serious about starting new Medical Colleges in the State as Government of India as well as MCI were misguided on the issue. According to sources,
Instead of appointing permanent Principals to these colleges, government made adhoc arrangements and those appointed are holding just the additional charge. The state government had appointed five new Principals for upcoming Medical Colleges in the state and five applications forms were submitted to the Ministry of Health and Family Welfare, Government of India before the deadline ie July 7, 2018.
Administrative department appointed Dr Ghansham Dev Gupta, Professor, Radio-diagnosis, GMC Jammu as Incharge Principal, GMC Doda but he refused to join citing personal reasons. Thereafter, on July 5, Government issued another order appointing Dr Ashutosh Gupta, Professor Radiotherapy, GMC Jammu, but he too refused to join the new assignment.
Credible sources told that first wrong which seems to have been done by the corresponding Nodal Officers of respective New Medical Colleges is that they filled online application form without consulting the administrative department or any concerned department and submitted these application forms against the mandate and requirement of GOI and MCI.
Whereas; as per the guidelines laid down by GoI available at their Official Website, it is very clear that there should be no "duality" of administrative control of any type. Which meant that only those application forms shall be accepted if the same were submitted by the regular Principal of respective Medical Colleges. However, it was not done by the four nodal officers except, Dr Tariq Azad who submitted the application form after he was appointed as I/c Principal of Doda Medical College.
Further, the orders issued in favour of five senior most Professors of GMC Jammu and Srinagar are so ambiguous that MCI is not going to accept them as Principal if they continue to hold the charge of Professor and Head of their respective Departments in GMC Jammu and Srinagar.
As MCI is very strict on this account, ideally, Govt should immediately relieve them by issuing an additional order from their present place of posting to work in their capacity of Principals in respective medical colleges, the posts stand sanctioned by the cabinet.
If these application forms are rejected, it will kill the aspirations of thousands medical aspirants in the state particularly for next two years. It is worth to mention these projects are already late corresponding to adjoining states which have already started the colleges and enrolled 3rd batch this time.
