POONCH, July 22: Urban Local Bodies Poonch has become a hub of corruption with top officers included Director, Executive Engineer, AEE's and lower rung employees including JE'S being hand in glove and involved in neck deep corruption.
Over the years, the brazen mismanagement in all works came in public domain through various forms of media and at times, many inquiry committees were formed to fetch truth but every inquiry was thrown beneath the carpet. There is a huge nexus working in Urban Local Bodies and a result, the lower rung staff in Poonch district grease palm of high ranked officials sitting in Jammu and they do whatever they want at Poonch.
One designation is doing work of another designation and that too without any knowledge. Tom is preparing bills and Dick is passing without knowing technicalities. Huge fraud is going on openly. A driver working in the Poonch Municipal council is not attending the duties since long but still then he is getting regular salary. He is doing private business openly.
The lower rung staff is involved in payment on repeated works off and on and it shows that there is no system of check and balance. Even Director ULB and Executive Engineer did not act on reported matters of corruption, because they get their due share regularly.
Sources within the department say that lower rung staff gives huge commission in the office of X.EN ULB Division-1 and Director ULB. In past, many works were approved under grant in aid in lieu of hefty commission. Early Times has time and again exposed brazen irregularities in Poonch Muncipal council but government has turned a deaf ear. As the state is under governor rule it is a right time to take action against all malpractices. |
