Before leaving CM's chair, Mehbooba ordered elevation of 'tainted' principal as Registrar CUS | Despite Raj Bhawan directives, orders not revoked; Officials seek Vohra's intervention | | Early Times Report Jammu, July 31: On the last day in office as the Chief Minister, Mehbooba Mufti ordered elevation of a "tainted but influential" college principal as Registrar Cluster University Srinagar (CUS). The "influential" person happens to be maternal uncle of a PDP leader. The documents accessed by Early Times reveal the college principal was elevated as Registrar of the Cluster University of Srinagar on June 19, 2018 vide a order issued by the Higher Education Department on the instructions of the then CM. The orders, a copy of which lies with Early Times, were issued by then Secretary Muhammad Javed Khan vide 394-HE-2018 on the instructions of Mehbooba. "In terms of the orders of the Honorable Chancellor Cluster University Srinagar( Honorable Chief Minister as per Section 49 of Srinagar and Jammu Cluster University Act, sanction of hereby accorded to," reads the introductory para of the order. "I. Repatriation of Shri Muhammad Yasin Shah Registrar Cluster University Srinagar in Supersession of Government Order No 590-HE of 2017 dated 10-10-2017 and posted as Principal Government Degree College Ganderbal and II deputation of Sh (name withheld) as Registrar Cluster University Srinagar on standard terms and conditions of deputation contained in schedule XVIII of J&K CSR," reads the orde . Sources said the "influential" principal was previously found "tainted" by the same government headed by Mehbooba Mufti when he was posted as Principal of Pulwama Degree College. Official documents were reveal that in 2017 following "serious complaints" against him, he was removed from the chair of principal and attached with the Higher Education Department. As per the government orders, the allegedly influential person, was attached with the office of Director Colleges "till pending inquiry". Documents reveal that the Divisional Commissioner Kashmir was ordered to inquire into the complaints against the "influential person." "But the inquiry report never saw the light of the day, as he happened to be mamaji of a PDP leader who was calling the shots," said a senior official in the Higher Education Department. But, the influence enjoyed by this person didn't end even after the PDP-led government came to end. Though the Governor NN Vohra had ordered revocation of all orders issued by the Mehboboa led government on its last date, this order was upheld as the man was allowed to take over as the Registrar of CUS. "There was political influence so we couldn't revoke the orders," said a senior official. Meanwhile the CUS officials have appealed Governor NN Vohra to personally look into the matter. |
