Bureaucrats conceal real value of their assets | | | Ishtiyaq Ahmad Early Times Report srinagar, July 31: Though the present government is keen to know property details of government employees and have issued circular instructions for filing the property statements with the concerned authorities, it has been observed that the powerful bureaucrats are still maintaining cover up of their property details. Sources told Early Times that there is a huge default on part of bureaucrats and major chunk of these do not file property statements. Sources reveal that many of them have undervalued the market worth of their properties. They said that there is a practice in vogue that innumerable government officers have intentionally not shown to have purchased any asset throughout their service career. Sources said that as per the law of the land any officer who intends to purchase any assets has to seek prior approval from his controlling officer and disclosed the source of the income to be spent. However according to sources majority of the government employees have not sought prior approval which attracts investigation. Another source revealed that the officers in order to hide the investments have purchased bungalows in two principal cities and have not indicated their property statements. Sources said that there is another chunk of officers in the state who resort to the purchase of gold biscuits and keep them in the safe lockers. It was in 2010 when Centre decided to put all the details on the website. According to the rules, officers who do not submit returns can be denied vigilance clearance and may not be considered for promotion and empanelment to senior level. The government in its recent circular had directed all the controlling/drawing and disbursing officers to direct all the officers/officials to furnish the statements. It is worthwhile to mention that in the year 2012 the then State Chief Information Commissioner (CIC) G R Sufi in the case titled Dr Raja Muzaffar Bhat V/S FAA / PIO General Administration Department (GAD) had also directed all the IAS and KAS officers to submit the annual property statement on GADs official website. Before the said order was passed some IAS officers had shown resentment to reveal property details under RTI Act and had invoked section 8 wherein they anticipated threat on their lives if the information was revealed. |
