GDC Samba Principal gets 1-month poll 'punishment' duty

JAMMU, Oct 29: In an unusual turn of events, the District Development Commissioner (DDC) office Samba has deputed the Principal of Government Degree College (GDC) Samba for one month election duty, allegedly for rejecting the dictates of former.
According to sources in Higher Education department, an issue has come up before Director Colleges as well as Commissioner Secretary of Higher Education, in which the Principal of GDC Samba has apprised them about his deputation for one-month election duty.
The office of DDC Samba issued a list of Returning and Assistant Returning Officers for Panchayat Elections 2018. According to the list the Principal of GDC Samba Dr. GS Rakwal has been made Returning Officer and has been deputed for nearly one-month election duty. The training of the ROs and AROs is scheduled to start from October 30.
Sources said that usually the Principals of GDC were not deputed for election duty as the Principal is Drawing and Disbursing Officer (DDO) of any institution and responsible for many administrative matters of the college.
"Earlier also some of the Principals were deputed for election duty, but when the case came for review the election duty of Principals were cancelled", sources said.
The deputation of Principal has been seen as a punishment to the Principal, who had reportedly rejected the dictates of some officials from DC Office Samba. "The DDC office Samba had ordered the Principal GDC Samba to allow some students for admission in Semester 3rd. The admissions to the course were closed and Principal had reportedly asked the DDC office that if he would get the permission from higher authorities, then only would he admit the students", sources said, adding that the higher authorities had rejected the proposal of giving admission to students in Semester 3rd in all the colleges across the province.
The rejection of the plea of DDC office was taken an open rejection, and the officials at DDC Office posted the Principal as RO, which is not less than a punishment.
The Principal of GDC Samba Dr. GS Rakwal was not available for comments.
