Raj Bhavan, University of Kashmir authorities shelve file about disengagement of illegally appointed persons at varsity | | | Jehangir Rashid
Early Times Report SRINAGAR, Jan 30: The Raj Bhavan seems to have buckled under pressure since no headway whatsoever has been made with respect to the disengagement of persons appointed illegally by the former Vice Chancellor of University of Kashmir. Sources told Early Times that due to 'pressure' the Raj Bhavan has decided to shelve the plan as on date and to go slow about the appointments made illegally at the varsity campus over the past so many years. They said the change of guard has also not helped the matter adding that the former Governor had promised that the matter would be looked into properly. "University of Kashmir is probably the only university in the country where more than 180 employees were appointed by the former vice chancellor under the hire and fire policy. These employees where engaged in different sections like Zakura campus, watch and ward wing, hostels, construction division, chemistry department, satellite campuses of Leh and Kargil," said sources. Sources said that these people were appointed during the three and half year's tenure of the former vice chancellor. The present vice chancellor Professor Talat Ahmad banned the appointment of casual labours during his first term in 2011 as at that time the former vice chancellor had appointed more than 1000 casual labourers which put the university in financial crisis, they said. "When Professor Talat once again took charge of the vice chancellor on September 1, 2018, he issued an order that no appointment of casual employees will be made in the varsity. The same was welcomed by most of the employees both in teaching and non-teaching faculties," said the sources. Sources said that former Governor Narendra Nath Vohra as Chancellor of the university received a complaint that former vice chancellor along his close aides had appointed more than 180 employees illegally in the varsity. The complaint was also made to the present Chancellor Governor Satya Pal Malik. "The issue of the illegal appointments was also raked up by the Financial Advisor who told university top officials to immediate remove employees appointed illegally. After that Prof Talat took strong note of this scam and approved the file for disengagement of these employees in the university," said sources. Sources said that it was expected that the illegally appointed employees would be shown the door, but that was not to be. They said that the office bearers of Kashmir University Ministerial Staff Association (KUMSA) put pressure on the vice chancellor not to go ahead with the disengagement of employees for their own vote bank politics. "It was expected that Raj Bhavan would take a lead in the whole issue and order the vice chancellor to order for disengagement of illegally appointed employees. However, here too the KUMSA managed to get the whole process stalled and as such the illegally appointed employees are carrying on with their duties," said sources. |
