R&B constructs road on proprietary land arbitrarily
No consent sought, no compensation paid, authorities mum

SRINAGAR, Mar 4: In a brazen violation of Land Acquisition Act, R&B Department in nexus with some political workers acquired land for construction of road without the consent of the owners in border village of Uri in north Kashmir's Baramulla district. The land owners, sources said have also been denied compensation.
Sources added that land measuring 15 kannals and 7 malras owned by Bhago Begum was transferred to the legal heirs in Uri town of Baramulla district.
"From last three years, the department of R&B called many tenders for filling, upgradation and construction of road that leads to some houses of the political workers that are living on the other side of the road, while as a fresh tender was invited by the department for more up gradation of this road", said sources.
Sources said that more than 15 kannals has been illegally grabbed and used by the R&B department in nexus with some political workers and a huge amount approximately of Rs 30-35 lakhs was spent on this road that is being constructed over the nullah (stream). They have widened the road and have made a permanent culvert over the nullah, for which a huge amount was drawn from the state exchequer, they added.
"Last time I took up this grave injustice with the Chief Engineer, R&B Kashmir who telephonically directed the then R&B Exn Uri, Javid Rufai to stop the work on road that has been acquired without the consent of land owners, said sources.
The department concerned has illegally acquired our milkati land, and they were supposed to approach us, but they are in nexus with some political mafias who have some personal interests, even though the documents are lying with us and we have filed a case against them in the court of Law", sources informed..
Sources alleged that the administration including SDM, Thesildar in Uri knows about the matter, but unfortunately they are turning a blind eye, and have become mute spectators, adding it seems they are more interested in politics than helping the legal heirs of the land.
Irony is that, Government Degree College Uri has also grabbed some portion of the land; they have made a bund/protection wall on it without our consent and giving some compensation to us, said sources.
They said that if the concerned authorities are more interested in construction of this road they can acquire it by compensating us according to 'Land Acquisition Act' otherwise they must stop the work on it without any delay, otherwise there could be a law and order problem, for which the department concerned will be held responsible.
"Pertinently in April/2017, two persons were killed when a land dispute turned violent in Uri area after an attacker fired a 12 bore gun that hit pedestrians and onlookers, sources informed.
