Health Department transfers doctor allegedly to appease BJP leader

Jammu, Mar 4: Despite ban on attachments in the state Health department reportedly has attached the lone gynaecologist posted at Sub district hospital Kalakote, sources told Early Times.
They alleged that the transfer order was issued due to pressure exerted by the senior BJP leader. "Officials have manipulated rationalisation policy for National Health Mission (NHM) and have transferred over a dozen staff members in Kalakote block leaving over a half dozen health centres abandoned," sources claimed.
According locals two months back Dr S K Kapahi (gynaecologist) was posted at SDH Kalakote, as post was vacant for a long time but at cost of local populace, a senior BJP leader of state, using his power got her attached at SDH Nowshera. "Attachments were banned by General Administration Department just after imposition of Governor's rules in J&K in June 2018, however, there was a provision, with the approval from concerned advisor, an official can be attached for period of six months", sources said and added that succumbing under pressure exerted by BJP leader Director Health Services, Jammu, who is not a competent authority to issue an attachment of a doctor, "crossed the line" allegedly to appease the BJPleader.
"Dr Kapahi was very hardworking, he had streamlined gynae wing of the hospital within a short span of around two months, the people were very happy with services", said Vijay Suri, Chairman Municipal Committee Kalakote and added that they had met BMO Kalakote and CMO Rajouri, when they came to know about the undercover conspiracy of shifting him to Nowshera.
"I along with all members of wards and representatives of Byopar Mandal Kalakote met block and district officers respectively. The matter was taken up with DHSJ telephonically", Suri said and added that despite all efforts, the doctor was 'snatched' from us.
He said that manipulating rationalisation policy for NMH staff, over a dozen paramedics has been shifted without taking care of health centres fall under Kalakote Block. "Former CMO, Rajouri Dr Suresh Kumar on name of rationalisation has abandoned over a dozen health centres", he said and added the relieving authority, BMO Kalakote, Dr Shamim Choudhary ignoring requirement of staff in various health centre, 'unreasonably' relieving NHM staff.
Sources in health department informed that district programming unit (DPM) Rajouri running transfer 'industry' of NHM staff.
CMO Rajouri Dr Sunil Sharma when contacted said that he has not issued any order regarding attachments of any official issued. "I joined here in December last year, since then I have not attached/transferred any NHM staff", he said and added, "I cannot transfer/attach a doctor, these decisions are made at high level", he added.
Bhupinder Kumar, Mission Director, NHM J&K could not be contacted for his comments.
