Protect Human Rights, save lives

Gandhi once said that "it always been a mystery to me how men can feel honored by the humiliation of fellow beings". Section 2(1) d of PHRA defines Human Rights as the rights relating to life , liberty , equality and dignity of individuals guaranteed by constitution or embodied in International Covenants and enforceable by courts in India. J&K Human Rights Commission has come into existence in the year 1997 by virtue Act called J&K Protection Of Human Rights Act,1997 passed by J&K Legislature in the same year. The act governs the powers, jurisdiction, working and whole functioning of commission. Whenever and Wherever, any violations of Human Rights are noticed in the state in any form or in any level , the commission takes suo moto cognizance in such cases and the commission does not need any complaints to be filled by one to carry out its incumbent duties and look into the violations of Human Rights. The Human Rights abuse is most concerned and reported subject in Jammu and Kashmir .The Human Rights Commission hold a office in Srinagar and Jammu. They are established to respond and protect the grave human rights violations in Jammu and Kashmir in form of illegal detentions , custodial disappearances , torture , rape, murder, fake encounters, and other similar acts of state repression. The commission is particularly passionate to defend the cases of conflict related human rights abuse given the social - political situation in Kashmir and Jammu .Multiple cases of torture , custodial killings , enforced disappearances have been filed on behalf of the victim families and in majority of cases the court has ordered inquiries, compensations and government job to family members.
Human dignity is the quintessence of Human Rights. It is the wide comprehensive of this aspect and appreciation of the amplitude of dignity of the individual, unit of human family which must define the true aspect and scope of Human Rights. "Human Rights for all" and "the world is one family" are concepts which has deepened the expand meaning of human rights assuring full human dignity to every member of human race in global village . The emphasis of human dignity is aid in the UN charter, Universal Declaration of Human Rights and several international covenants as also the constitution of India, which mention "dignity of the individual" as a core value in the Preamble Human Rights indivisible , inter-dependant and inter related and have linkage with the human development , both share a common vision with common purpose. The debate on the classification of human rights based on different generation of these rights is purely academic since all of them must co- exists. Respect for Human Rights is need for is the route for Human Development and realization of full potential of each individual, which in tunas leads to the argumentation of Human resources with progress of nation empowerment of the people through human development in the name of rights.
Creation of a strong and pro-active human rights community has been long overdue in India. Human rights can be most effectively imbibed through a well thought out programme of education. In fact, education becomes purposive and relevant only when ingrained with human rights education. The task of human rights education can be focused at two distinct levels, namely (a) at the level of the imparters of primary, secondary and higher secondary education and (b) at the level of receivers of education. Notwithstanding the special importance of those who receive education, the present curriculum development exercise has focused on the imparters of the education front.
Human Rights, intrinsic to all humans as members of humanity, are the modern and secular version of the natural rights. All humans, being born equal are equally entitled to the Human Rights without any distinction of birth, sex, race, status, religion, language or nationality. Standing above the ideologies of the capitalism or communism, Human Rights reflect the concern for democracy, development and peace. The national awakening and social reform movements were for the equality, democracy and social progress. During the freedom movement, the people of India fought against colonial rule for their rights and liberties. Freedom fighter Lokmanya Bal Gangadhar Tilak proclaimed, "Swaraj is my birthright and I shall have it." Throughout the freedom struggle, the demand for fundamental rights was always in the forefront.
All human rights for all should be goal of the country and it must be assured that human rights are universally accepted and respected. The aim has to be secure the freedom, well being and dignity of all people everywhere. Human Rights in an idea that is frequently exposed across ideological divides today from the far right to the far left . Human Rights occupy an important place in the agenda of most powerful government and multilateral agencies around the world and equally of social and political movement.
