R&B surrenders Rs 5 cr, seeks revalidation for next financial year | 12 years on, SDH Qaimoh mocks developmental claims of elected Govts | | Early Times Report Jammu, Mar 19: The administrative inertia during the elected governments could be gauged from the fact that after lapse of over 12 years since the approval of Sub-District Hospital Qaimoh in district Kulgam, only incomplete pillars have been raised so far. Moreover the funds to the tune of Rs. 5 crores have been surrendered by Roads and Building Department and they have sought revalidation of funds for the next financial year. Residents of Qaimoh while castigating the R&B department for surrendering Rs. 5 Crores, meant for construction of Sub-district Hospital building said that they have been waiting for the last over 12 years for the building but there was not an inch of development in these years. There was a clash of interest between the legislators of two parties due to which only pillars of few meters length have been constructed so far. "At one hand Union government has been trying hard to desist youth from turning towards separatism but we are not even getting basic amenities due to lethargic approach of department officials", a local said. Early Times in its edition of January 18th had published a report about the delayed construction of Sub-District Hospital Qaimoh. It was reported that new building of Primary Health Centre Qaimoh, Kulgam was sanctioned in the year 2003, which was upgraded to Sub-district hospital in year 2007 with construction cost of Rs. 19 Crores. The construction work on the basement of the building had started in the year 2003 and till 2010 pillars for the building were partially constructed and for the last nine years, these partially constructed pillars have been mocking at administration. Executive Engineer of Roads and Building, Kulgam Mohammad Sidiq said that they had got funds only in the month of December 2018. "We had floated the tenders for construction of building but none of contractor came forward and for the third time tenders were floated and a bidder has been finalized", he said. He further said that during winters the contractors didn't agree to do work due to absence of labour. "We hoped that the weather will be normal in February but there were snowfall even in March also and now the contractor has agreed to start construction work in the April", Sidiq said, adding that they have surrendered the funds and have sought revalidation as it was lapsable funds. The work is likely to start in the month of April 2019, he said. |
