Officials effect transfers, deployment by issuing pre-dated orders | Violation of MCC | | S Tahir-ul Haq Early Times Report srinagar, Mar 19: In violation of Model Code of Conduct, the officials have been transferring employees by issuing pre-dated orders. "Before a month there was hardly any dearth of staff/officials in the government departments, but from the past few days, some employees have been transferred/ deployed, whereas the government has many times said that, they will cancel the deployments or attachments in various departments, said sources. Sources said that, the clerical staff of various departments get the signature from their officers in previous dates. "It is a common practice in Jammu and Kashmir, and government must take serious note of this illegal and undue favour, otherwise every department is liable to respect the mode code of conduct in letter and spirit, so that all departments can work without any influence whatsoever," they added. Without naming any department, the sources said staff shortage was seen in various departments and according to them, in the last two months, various officers/officials were transferred by the government, and the work was going on smoothly. Sources said that, "from one side, the government claims that, there will be no violation of model code of conduct, but secretly it is being done by some officers or officials whatsoever and with the result general public suffers at large. However, sources while highlighting the importance of (MCC), they said that the model code of conduct starts as soon as polls to either state assemblies or the Lok Sabha are announced by the Election Commission and is enforced by the poll watchdog. The code comes into force as soon as the EC announces the poll schedule and remains operational until the process is concluded, as provided in the notification. Pertinently the Chief Election Commissioner of India, Sunil Arora announced Model Code of Conduct (MCC) that came into force from March 10. |
