Ishtiyaq Ahmad Early Times Report Srinagar, Mar 19: Having been constituted to monitor the developmental works, the district development coordination and monitoring committees (DDCMC) have failed to check execution of schemes in the valley. The central government constituted DDCMC s in June 2017, for "effective development coordination" of all programmes of the union government. Member of Parliament (Lok Sabha) of respective constituency was nominated as its chairperson, legislators of the district its members, while district development commissioners of respective district its secretaries. However, they have failed to review the progress of developmental works in their respective districts since last two years in the valley. "The DDCMCs were framed by the government to ensure timely completion of works and better coordination between departments," an official of the Rural Development Department said. "But they have failed to hold meetings in Kashmir while the status of implementation of schemes could not be ascertained," the official said. The official said that committees were also tasked to monitor the flow of funds of various rural developmental schemes. "Nothing such has been done so far," he said. However, the official said that DDCMCs held few meetings in Jammu region. The meetings of committees were to be held in every quarter in April, July, October and February. They had to coordinate with the central, state, and local panchayat governments for successful and timely implementation of at least 28 schemes. These include MGNREGA, PMGSY, Deen Dayal Antordaya Yojana, Deen Dayal Upadhyay-Gramin Kaushalya Yojana, National Social Assistance Programme, Housing for All, Pradhan Mantri Gramin Awaas Yojana (PMAY-G), Swachh Bharat Mission, ICDS, SSA, NRHM, National Rural Drinking Water Programme, Pradhan Mantri Krishi Sinchai Yojana, and various other centrally sponsored schemes. There are often reports about "misappropriation" of funds in centrally sponsored schemes in the state. The centre has asked the state several times for effective implementation of schemes. For the last two years, the Union Ministry of Rural Development Department has taken on the state government several times over poor implementation of centrally sponsored schemes. In one of the directive, the centre told the state last year that works which were started under MGNREDA in financial year 2014-2015 or before were incomplete. When asked a senior official of the Rural Development Department, he said it was inappropriate for him to comment. "The DDCMCs have been framed by the centre and they have to look why the meetings could not be held," the official said. |
