Justice Parray's recommendations await implementation | Fake PRCs still a mystery in JK | | Ishtiyaq Ahmad Early Times Report srinagar, May 3: It has been over 22 years since a one-man commission of Justice (retired) A Q Parray made several recommendations over fake permanent resident certificates, there has been no implementation on the ground. In 1996 during the Farooq Abdullah-led government, there were enormous reports of outsiders' acquiring fake Permanent Resident Certificates (PRCs). It was after the consistent insistence of the legislatures that the government appointed one-man commission of Justice (retired) A Q Parray and several recommendations. The Commission received and investigated a number of complaints. However, 22-year down the lane, no action has been taken against fake PRC holders and those who issued them. This could be gauged that reports formulated by the State Subject Commission in 2011, 2012 and 2013 have again submitted recommendations against fake PRC holders without any implementation. "All the recommendations are confined to papers only without implementation on the ground," an official of Revenue Department said. Former PDP minister, who recently joined the NC, Basharat Bukhari also admitted that he had moved a proposal after the cabinet nod for action against the fake PRCs holders and the officers who issued the vital documents. "I received recommendations. There was a lot of noise from the BJP but the majority of the cabinet directed that the recommendations be adopted and sent to the appropriate authority. After the cabinet meeting was over, I put up a note and sent it to the Chief Minister," he claimed. The file sent to the chief minister's office on June 30, 2016, did not return to him till he was the Revenue Minister of the state, he says. Under the stringent state subject laws, the law demands that the immediate confiscation of the immovable property, which the fake citizens might have acquired in the state. While discussing proposed amendments in the J&K Permanent Residents Certificates (Procedure) Act, the Cabinet in its meeting on June 28, 2016, found discrepancies in issuance of state subject certificates. Cabinet was of the view to defer the said proposed amendment and gave nod to proceed ahead as per the recommendations of the Commission constituted for the purpose. National Conference Vice President Omar Abdullah also sought clarifications from the PDP President and former chief minister Mehbooba Mufti on fake PRCs. Omar asked if Mehbooba could not initiate action on fake PRC then how come she would defend Article 370 and Article 35A. |
