J&K a failed State: Harsh

RAMNAGAR, June 21: While prolonged President's Rule is symptomatic of the constitutional breakdown in a state, the state of J&K has the dubious distinction in the country of having remained under central rule for largest spells on different occasions, said Harsh Dev Singh JKNPP Chairman and Former Minister. He said that the people have been deprived, on numerous occasions, not only of democratically elected governments in the state but also of their rights of having local self- governments at gross root level. With the erstwhile BJP-PDP government having been replaced by Governor's rule in June 2018 and imposition of President's Rule for two successive terms thereafter, the BJP led centre too had indirectly admitted its failure in ensuring normalcy and in restoring democratic system in the state in conformity with the provisions of the constitution, he lamented. He was addressing public meetings in Kanah, Gadeni, Kanala and Dalsar villages of Ramnagar constituency today.
Asserting that J&K was the last priority for the New Delhi rulers, Singh deplored the brazen defiance of fundamental guarantees of the people of the state by central and state leaders for vested interests. Though the people were deprived of Assembly elections but the Panchayat elections and Municipal polls were held at the sweet will of rulers. "And the most workable excuse taken by various regimes was that of the security related issues without realizing that law and order was even worse in states like UP, West Bengal, Bihar and N.E States. With centre continuing its proxy rule in the state and democracy having been kept as hostage to the whims of helmsmen, the subversion of rights and constitutional guarantees of people was more pronounced in the state of J&K then anywhere else. Further a cursory look at the mal-functioning of institutions, a highly fractured work culture, patronized corruption and governance deficits amply indicated that the state of J&K qualified to be described as a failed state.
