'Back to Village' prog spoiled by corruption in Kishtwar | | | Asif Iqbal Naik Early Times Report kishtwar, June 21: The much-hyped 'Back to Village' programme, an initiative of the J&K government to depute at least one Gazetted Officer at Panchayat level to listen to the grievances of the people at the door step, began on Thursday amid reports of large scale corruption. As per details available with Early Times, corruption in majority of the departments dominated the public hearings. The people complained about non-payment of wages under MGNREGA, besides bungling in distribution of material under MGNREGA, embezzlement of ration wherein two months of ration has been sold by TSO Kishtwar with the help of storekeepers of Kishtwar main store as people had not received any ration for the months of April and May 2019. Water scarcity, poor road conditions, poor health facilities, non-availability of staff in schools, poor education facilities, non-implementation of government schemes on ground are some of the major issues raised by the people in the areas falling in the vicinity of Kishtwar town while in other areas people also complained about non-availability of electricity. The people from Schedule Caste community raise the issue of non-utilisation of funds meant for the welfare of the community. They said that various schemes meant for the community did not reach to the people and that maximum money is being swindled off by the officials at the helm. The people demanded probe into the matter so that the guilty could be punished. The nodal officer gave a patient hearing to all the issues raised by the people and later inspected schools, roads and health centres falling in the area. After recording the grievances by the people during two days program, the concern officials will submit the report to the government so that effective policy could be framed for the overall welfare of the people at grassroot level with an eye to uplift the economic status of the people. It is pertinent to mention that with the efforts of Chief Election Officer, much delayed Panchayats and Urban Local Bodies elections were held in the state in which large number of people participated despite threat from the militants and other anti-national elements. |
