Housing Board allots Rs 25 Cr work in violation of norms, ignores local piece workers | | | Saahil Suhail Early Times Report KULGAM, July 1: In-spite of orders, the Jammu and Kashmir Housing Board continues to allot works worth crores of rupees without fallowing the procedure. Reliable sources told Early Times that the Housing Board has allotted the construction of court complex in Kulgam to a contractor without adopting the due procedure. The estimated cost of the project is around 25 Cr Rupees, they said. They revealed that the contractor has started work on the project despite the fact that local piece workers raised objections and requested the board to adopt a transparent procedure in allotment of works. The Jammu and Kashmir Housing Board, replying to an RTI query says that it has adopted the same methodology for execution of works as JKPCC is adopting. Documents provided by the Housing Board reveal that the board of directors in its 41st board meeting held on 15-02-2012 and 22-02-2012 has approved to execute all the works on twofold mechanism involving labor and materials. The Board says that for the procurement of key material it will adopt national tendering, however contractors alleged that it never happened. Official sources revealed that projects were being allotted to blue-eyed contractors who enjoy patronage of politicians and bureaucrats. They said that E-tendering has also not been adopted by the board which establishes that fact that officers at the helm of affairs don't want board to prosper. Contractors requested Governor Satya Pal Malik to take concrete steps for ensuring transparency and accountability in the board and get e-tendering adopted in the Housing Board. They alleged that initially R&B department had formulated Detailed Project Reports (DPRs) of Kulgam and Shopain court complexes but later the law department handed over construction of Kulgam Court Complex to Housing Board while as R&B department was allotted the Shopain court complex for which they floated tenders in a transparent manner while as Housing Board continues to favor blue-eyed. |
