Govt for major reforms into functioning of Deptts | | | Ishtiyaq Ahmad Early Times Report SRINAGAR, Aug 31: The Governor-led administration is all set to make major reforms into the functioning of government departments. This comes after turning the Jammu and Kashmir into union territory and will have now more direct control of the Centre. A source said that New Delhi wants major reforms into the functioning of the government departments in Jammu and Kashmir. "Jammu and Kashmir government has been told by the Centre to ensure transparency into the functioning of the governance," the source said. The source said it has been decided to make major changes into Department of Administrative Reforms Inspections and Training working for transparency in other government departments. The Department of Administrative Reforms Inspections and Trainings has a mandate to conduct administrative inspections of all the departments for ensuring proper maintenance of records, implementation of rules, and regulations. "This is not being practically done on the ground for which major changes will be made to make it vibrant," the source said. The source said the department has only few officers to conduct this task. "These few officers are not able to conduct inspections of all 40 departments. This department has the responsibility for surprise inspections of all heads of the departments but this is rarely being done due to lack of man power," the source said. The source said there are several departments, which are running without recruitment rules. "It takes years to Department of Administrative Reforms Inspections and Training to conduct the administrative inspections of all the departments due to shortage of officers. The Centre has taken a serious note of this and has been decided to increase its manpower," the source said. Once conducting the administrative inspections, Department of Administrative Reforms Inspections and Trainings has to submit the report to the government about the performance of departments. A senior official of the Department of Administrative Reforms Inspections and Trainings said they have written to the government to fulfill vacant posts. "We are not able to conduct administrative inspection of departments due to lack of manpower. Once we get the adequate staff, there will be regular inspection of departments," he added. The source said that several departments were not showing concern to finalise the recruitment rules. The government has decided to finalise a plan how to make recruitment rules at the earliest. |
