'BDC polls without implementation of 73rd Amendment a joke'

Jammu, Oct 1: Movement for Peace, Equality & Justice today said that BDC elections before 31st October without implementation of 73rd amendment in J&K will be the murder of democracy and the democratic institutions and also a cruel joke with the people of J&K.
The members of Movement for Peace, Equality & Justice, in a press release issued here have said that the conduct of BDC elections before 31st October, 2019, without implementation of 73rd amendment in J&K, will be the murder of democracy and the democratic institutions and a cruel joke with the people of J&K & also with the educated un-employed youth of J&K.
They said that Congress, NC, PDP & BJP have disillusioned the Panchayat and BDC polls for their personal interest. The Governor administration is also not interested to implement the 73rd amendment of Indian constitution in Jammu & Kashmir in Toto so the Governor administration is conducting BDC election on Party basis before 31st October. The successive state governments were not sincere in decentralization of power to the hands of public representatives up to Panchayat level in a democratic way through democratic process & have destroyed the basic concept of Panchayati Raj in the state & made it a toothless tiger by making so many amendments by misusing of the Art. 370 & this should not be repeated in any case in President's rule at least after abrogation of Art.370, if the central government & the Governor really want to give justice to the past deceived people of J&K. Now the people of the state should not be deprived of the benefits of 73rd amendment of Panchati Raj act of Indian Constitution in J&K. And now after abrogation of Art.370, it was the Golden opportunity before the public to elect honest men/women without the consideration of party politics but the present Governor administration is conducting of BDC elections in J&K in hush-hush manner and that also on party basis before 31st October so that the 73rd amendment is not implemented in J&K. The former Governor, N.N.Vohra who had not only firmly decided to hold the 3-tier Panchayat election after amendment in J&K state Panchayati Raj Act 1989 amended by the successive state governments but also rejected the PDP-BJP government's decision of electing the Sarpanch by Panches & not by general public.
