Early Times Report
JAMMU, Oct 1: Despite lying foundation stone by former BJP Minister for Animal, Sheep Husbandry and Fisheries in its hometown, the much awaited project of worth 4.26 Crores which was supposed to protect Mahseer fish by constructing 'Mahseer Brood Bank' at Kalakote, the project is still in limbo.
Well placed sources in fisheries department informed Early Times that the mega project was sanctioned by Union ministry of Animal Husbandry and Dairying under the scheme of Blue Revolution at village Bindi Kalakote of district Rajouri in financial yea, 2016 and its foundation stone laid down by former BJP minister, Abdul Gani Kohli on November, 2016 and announced that the project would be completed in two year tenure from the date of foundation stone but unfortunately the ambitious project is still not completed.
"However, the Union government as well as state government had released its share for the completion of the project, the executing agency (Fisheries dept) has utterly failed to complete the project in time bound, resulting the cost of the project would be escalated and would create burden on public exchequers", said sources while wishing anonymity.
Sources further said that in three year span, the department concerned only succeeded to construct nearly 16 fish ponds while allied works like lying down of water supply pipes as well as electrification is still not executed so far and the department concerned is mulling to float tenders regarding lying down of water supply pipes to said project.
The nonchalant attitude of department concerned can be gauged from this fact that the transfer of land issue to said project is still not settled till date, causing delay in completion of the project, sources added.
It is pertinent to mention here that the union ministry under the same scheme, another project worth Rs 62.50 lakh for establishment of Ice Plant cum cold storage of 10 tons fishes/ day under the action plan, "Integrated Cold Chain Development was allotted to department concerned that too sill in limbo and its whole credit goes to the state fisheries department for its dilly-dallying practices that has been failed to complete project in time frame.
