Early Times Report JAMMU, Oct 1: Exposing the grim realities of prevailing school education sector in Jammu and Kashmir, the latest list released by Niti Aayog has found this hilly state among the worst performers in the School Education Quality Index (SEQI). The state is at the bottom of the list of 20 states and is only above the Uttar Pradesh, which topped the bottom. According to the report released by Niti Aayog titled, "The success of our Schools, School Education Quality Index", 2019, has been finalized after evaluating the performance of states and Union territories in the School education sector on 30 critical indicators. The report has been developed through a collaborated process including key stakeholders such as Ministry of Human Resource Development (MHRD), the World Bank and sector experts, the index consists of 30 critical indicators that access the delivery of quality education. These indicators have been divided into two broad categories Outcomes and Governance Processing Aiding Outcomes. The first category titled, "Outcomes" contain four domains which are Learning outcomes, Access Outcomes, Infrastructure and Facilities for Outcomes and Equality Outcomes, while the domains covered under second category include student and teacher attendance, teacher availability, administrative adequacy, training, accountability and transparency. To facilitate like-to-like comparisons, States and UTs have been grouped as Large States, Small States and UTs. Within each of these groups, the indicator values have been appropriately scaled, normalized and weighted to generate an overall performance score and ranking for each State and UT. States and UTs are ranked on their overall performance in the reference year 2016-17, as well as on the change in their performance between the reference year and base year (2015-16). Jammu and Kashmir falls in the list of 20 large states and is on the nineteenth slot with total score of 41.06 percent. The only state below J&K in the list is Uttar Pradesh with total score of 36.42 percent. Kerala has topped the list of larger states with total of 76.63 % performance score while Rajasthan having 72.86 percent score, Karnataka has scored 69.57 percent score, Andhra Pradesh has scored 67.88 percent and Gujrat has scored 61.95 percent score. Five worst performers states including Jharkhand, Bihar, Punjab, Jammu and Kashmir and Uttar Pradesh. In the category of Union territories Chandigarh has topped the list with 82.9 percent score while Lakshadweep is worst performer with 30.88 percent score. In the category of small states, Manipur has topped the list with 68.76 percent score while Arunachal Pradesh is worst performer with 24.64 percent score. |
