A dire need for initiating of political process in j&k ut

The initiation of the political process in the Union Territory of Jammu and Kashmir is the need of the hour towards which immediate attention of the Central Government is needed much without wasting further time. More than 150 political leaders of the various political parties of the state including the three former Chief Ministers of the state are under house arrests or the detention since August 5 when the Articles 370 and 35A of the Indian Constitution were abrogated by an act of the Indian Parliament. Since ours is a Parliamentary Democracy where every political party has to play its constructive role while remaining within the ambit of the Indian Constitution.
Prior to taking over as the Lieutenant Governor of the J&K UT by Garish Chander Murmu, the former Governor of the erstwhile state of Jammu and Kashmir Satya Pal Malik had contributed a lot in curbing the ongoing militancy in the state at the behest of Pakistan in which more than 50000 innocent people have been killed leaving their dependents at the mercy of the God. Ours heads are down before him as a mark of respect to him. May he live long. The same tempo is being maintained by his successor Lieutenant Governor of the J&K UT, Garish Chander Murmu who is acting very fastly in putting the J&K UT on the rails once again.
By appointing the person as one of the members on the Joint Consultative Committee of the Parliament on Defense - Dr. Farooq Abdullah, headed by the Union Defense Minister Rajnath Singh constituted by the Union Government on November 21, who remained as the Chief Minister of the erstwhile state of Jammu and Kashmir thrice, the Central Government has given the signal that it is determined to involve the political leaders from the Kashmir valley for the overall development of the UT and the security of the nation as well. Dr. Farooq Abdullah is a MP Lok Sabha from Srinagar. Earlier too, he represented Srinagar as the MP and was the Union Cabinet Minister in the UPA led government at the centre headed by the former Prime Minister of India Dr. Manmohan Singh.
It is also learnt from a reliable source that very shortly Union Defense Minister Rajnath Singh is going to chair the meeting of this important committee and from this it is crystal clear that Dr. Farooq Abdullah and some other political leaders from the valley are going to be released very soon. At this time, these detained leaders are passing their lives with many discomforts and with this important news, there is a ray of hope for their immediate release from the detentions.
According to the political circles, it is being projected that the former three Chief Ministers of the erstwhile state of Jammu and Kashmir - Dr. Farooq Abdullah, Omar Abdullah and Mehbooba Mufti will remain under the detention or house arrests for some more time to come but my opinion and the judgment is that Dr. Farooq Abdullah and Shah Faisal former IAS officer turned political leader detained under PSA and others would be released very soon as it is in the offing that in order to restore the total normalcy in the valley, the political process ( already on cards) would be initiated by the Union Government in the near future so as to involve them in the political process in the J&K UT in the interests and the overall development of the J&K UT. At the same time, these leaders, if released would not be allowed to vitiate the law and order in the J&K UT and only they shall be subjected to speak for the overall development and progress of the J&KUT only.
Announcing of the Delimitation Commission for the J&K UT is also very much on the cards of the Union Government and the orders on this score are likely to be issued very soon. The process of the Delimitation Commission would take at least 18 months to complete which may pave the way for holding of the Assembly Elections in the J&K UT. From this, it is quite clear that the Assembly Elections in the J&K UT may not be possible before April 2021 which means that no political government can be formed in the J&K UT before June, 2021.
The detained political leaders, if released from their detentions or the house arrests would be having the ample time to do their home work in convincing the electorates in their favour. But one thing is very clear that this time the Kashmir Centric Leaders would not be in a position to blackmail, dictate or pressurize the Union Government for mustering its back up and hence they would have to face the music on their own. Also it is peculiar that the BJP, while remaining in power in the state in coalition with the pro Pak PDP, has made the in roots in the valley thereby contesting and winning the ULB and the Panchayat elections. Only the time will tell about the outcome of its performance when the Assembly Elections in the J&K UT would be held.
There is no doubt that Muftis and Abdullahs are responsible for the present mess in the state and at the same time, BJP also cannot skip from the responsibility because of the fact as it sided with pro militant PDP always as being the Coalition partner in running the state after 2015 particularly. Its ministers in the Mehbooba's cabinet had acted as the henchmen of PDP. They have added fuel to the fire, in fact, for bringing this sensitive state to the present volcanic stage.
Another non sense was observed in the case of the delimitation of the J&K Legislative Assembly seats for the entire state and particularly the Jammu region. The Kashmir Centric leadership is wise enough and sharp that they always torpedoed the Delimitation Commission to proceed further in ther nefarious designs against the region. Dr. Farooq Abdullah the then Chief Minister of the state had stalled the process of the Delimitation Commission and deferred up to 2026 thereby amending the J&K Constitution on this particular aspect. This was a great set back done by Dr. Farooq Abdullah to the people of the Jammu region as for the Assembly seats are concerned. This is certainly considered as the unjust political opportunism by the Kashmir Centric Leadership in the state. In the first Delimitation Commission, the Jammu region was given one Assembly seat for 60000 electorates of this land and whereas the Kashmir region was given one Assembly seat for 40000 electorates of the valley which was a great injustice to the Jammu region particularly and it was done during Sheikh Mohammed Abdullah's time at the behest of the first Prime Minister of India Jawahar Lal Nehru who was having the good and friendly relations with him.
Right from the beginning, the Kashmir Centric Leadership was bent upon to discriminate the Jammu region in respect of overall development, job avenues to the youths of Jammu, promotions to the employees of Jammu, allotment of professional seats in the Medical Colleges and the Engineering Colleges in the state. They were treating the Jammuites as their slaves by all means. All the times, the Chief Ministers came from Kashmir except once when Ghulam Nabi Azad who hails from the remote village of Doda District became the Chief Minister of the state and at the moment, he is the leader of the opposition in the Rajya Sabha.. Many Commissions were appointed by the governments in the past for enquiring into the discrimination meted out to Jammu region but all in vain. We are the largest Parliamentary Democracy in the World where the people of the country are equal before the law of the land. No body is above the law. Needless to mention here that on June 25, 1975, the then Prime Minister of India Indira Gandhi declared the Internal Emergency under the Article 352 of the Indian Constitution. Fakhrul Din Ali Ahmed was the President of India. All the top leaders of the political parties operating in the country then were put behind the bars. Prominent among them were Atal Behari Vajoayee, Lal Krishan Advani, Morarji Bhai Desai,Ch. Charan Singh,George Fernandez and many others.
At that time, JP Andolan was in full swing as a part of the Total Revolution in the country. Even the ailed Jan Nayak Jaya Prakash Narayan was not spared by the Central Government and he too was arrested. After 18 months, the emergency was lifted in March 1977 and Janata Party came into being and it fought the Lok Sabha elections and remained as the Victorious in the said elections and formed its government at the Centre under the Prime Minister ship of Morarji Bhai Desai. It did not perform well and due to the infightings amongst its constituents, the government was fallen. In 1980, the Indian National Congress under the dynamic leadership of Indira Gandhi came into power once again at the Centre.
The people of the country are having many expectations from the dynamic Prime Minister of the country Narender Modi who has made the history in taking the very bold decisions such as the abrogation of Articles 370 and 35 A of the Indian Constitution and removing of the special status to Jammu and Kashmir, OROP, GST, Demonetization of currency notes of Rs.500 and 1000, Projecting of the Ayodhia case in the Apex Court in the right perspective, Abolishing of the J&K Constitution and its Flag and Making of the country is one fully with One Constitution and One Flag etc. etc. On this score the country shall remain indebted to him for ever. Under the prevailing law and order situation in the J&K, there is a dire need for initiating the political process in the J&K UT at the earliest possible so that the political leadership of the state should not feel neglected and they be released soon so as to create the confidence in them in the interests of the country's Parliamentary Democracy and the Integrity and the Sovereignty of the nation as well.
