Exclusion of works below Rs 3 lakh from tendering dents transparency 11/26/2019 10:48:51 PM Avinash Azad Early Times Report Jammu, Nov 26: The Department of Rural Development and Panchyati Raj (RD&PR) has recently excluded development works which estimate below Rs 3 lakhs from tendering process. According to sources introduction of tendering system in RDD is a good step, but exclusion works below Rs 3 dent the initiative taken to bring transparency and accountability. "All development works being undertaken under various schemes (excluding MGNREGA and 14th FC) of the department with an estimated cost of Rs 3 lacs and above by the Rural Development Department shall be put to tenders before execution to ensure competiveness in quality and rates", Govt order number 267-RD&PR of 2109 read. The order further read that BDOs shall submit the list of works/material required to be tendered to the concerned ACDs, who after proper scrutiny shall direct the concerned XEn (REW) to put them to tender. "The most of the rural works conclude under Rs one lakh, however, some other works like drainage and pacca path also falls within the excluded amount from tendering criteria", said an Senior Officer of Rural Development Department, adding that the department has mandate to execute minor works in rural area only. "Major development works like roads, buildings, bridges, culverts and retaining walls are mostly executed by Public Works (R&B)", they said, adding that the work worth Rs one lakh or above should be done through open tendering system like other departments. "Presently many works involving amount of several crores are going in Jammu district without tender. Not only in Jammu district but in the entire Union Territory of J&K, the authorities should bring the ongoing works under order no 267-RD&PR of 2019", they said. Secretary RD&PR Sheetal Nanda, when contacted said that the department has fixed this limit taking care of local population.
