Cases shelved, pleas gather dust, people cry foul

Jammu, Feb 4: Amid the government claims of making the governance in Jammu and Kashmir more transparent, responsive and pro-people, the Directorate of School Education Kashmir seems to have vowed to puncture such tall claims of the authorities.
With each passing day complaints related to dilatory mode of functioning of those at the helm in Directorate of School Education Kashmir are mounting. Hundreds of teachers, lecturers and people from private educational institutes rue the mismanagement which according to them is calling shots at the directorate.
GP Fund cases shelved for no reason
The concerned section dealing with the GP Fund disbursement claims of the employees of the department of education has shelved the cases in hundreds for no reason. Scores of cases even after months of pendency have now been returned to the respective zonal offices with the directions of submitting them afresh.
Several teachers who had applied for the disbursal of their GP Fund accused the directorate of deliberately harassing them and making them radically suffer. One of the aggrieved teachers told Early Times that his GP fund case was prepared by his zonal office after three months of rigorous perusal. The case was later cleared by the concerned Chief Education Officer before being submitted to Directorate of School Education Kashmirfor final approval. However, the directorate after shelving the file for more than a month has now asked the applicant to prepare the case afresh as per the new rules. “But what are the new rules. Why these so called new rules are only applicable in Directorate of School Education Kashmir and not in any other government department. The government amended few clauses of the GP Fund after UT creation but they are in no way connected to the disbursal of the claims. The directorate has found a new mantra to plunge people into chaos,” says the aggrieved Teacher.
Time Bound promotions Out of Bounds
There are hundreds of cases related to the time bound cases of the teachers gathering dust in the Directorate. As per the reports, the teachers after putting it rigorous efforts completed their time bound cases and submitted the same in the School Education Kashmir. However, more than a year has passed since the cases were submitted for the final approval and there is no forward movement being witnessed. Scores of teachers say they have been making rounds of the Directorate every day however all they get from there is the dismal performance of the concerned people.
‘Director Sahab Busy Hai’
People are up in arms against the erratic way in which the authorities are functioning in School Education Kashmir. According to them, it is a Jungle Raj which is looming large in the Directorate and the only thing dominating the scenes there is chaos. “People wanting to meet the Director are made to wait for hours at the main gate amid the bone chilling cold of Kashmir and if someone sneaks inside, he is being told that the Director is busy and cannot meet. Such a way of functioning has now paradoxically become the symbol of governance in Kashmir,” says an official.
