Early Times Report JAMMU, Mar 19: RK Kalsotra, President All India Confederation of SC ST OBC Organisations issued a statement welcoming the J&K Budget presented by Finance Minister but also raised concerns regarding implementation of special component plan for SC/STs. The union government presented the budget 2020- 2021 for the UT of Jammu and Kashmir. The total allocation of the budget is whooping Rs. 1.01,428 Lakh Crores. It saw a rise of 27% from the previous sessions. While the expectations from the Government were high, considering the tall promises made by them, the budget surely address the issue more allocation. But on the other hand it is silent on the allocations for the welfare of the SC/ST communities of the UT. Previously, the Planning Commission of India used to implement Special Component Plans for SC and Sub Trible Plan for ST which had share of 8% and 10% respectively. The nodal agency for implementation of the funds used to be Ministry of Minorities Affairs. But since 2014, after NITI Aayog took over the affiars, the plan got merged with the Budget Estimates under the Social Sector plans. |
