For Deptts' failure to conduct timely DPC, faculty members to bear cost | Amid lockdown, Hr Edu promotes APs but deny retrospective monetary benefits | | Early Times Report jammu, Apr 17: Taking advantage of the ongoing lockdown, the Higher Education department has granted promotions to Assistant Professors but denied them retrospective monetary benefits of the promotion, which is a new trend of its kind in the promotions. According to sources the Higher Education Department on 16/4/2020 issued a government order number 201-JK(HE) of 2020, placing a total of 140 Assistant Professors, Librarians and Physical Training Instructors of Government Degree colleges in AGP Rs. 7000 and Rs. 8000. All these candidates were given benefit of promotion from 30/10/2014 but the monetarily from 19/2/2020, the date on which the Departmental Promotion Committee (DPC) had cleared their cases in its meeting. "In simple words it means that the promoted officials will get promotion from the date, on which they had completed their time period that was in the year 2014 but the monetary benefit from the date of DPC," an official said, adding that it was for the first time that such a flawed policy has been devised by the Higher Education department, denying the benefits for the fault of the department and not of the candidates. "Conducting DPC is the responsibility of the Department. The Higher Education Department took all the applications from the candidates along with eligible documents such as Annual Performance Reports and then forwarded the same to Jammu and Kashmir Public Service Commission. The DPC comprised of a member of JKPSC, a member of Finance Department and a member from the respected department (Higher Education department in case of APs, Librarians etc)," sources said, adding that the departments usually delayed the forwarding of the cases, while there was delay on part of the JKPSC or other administrative hurdles, due to which DPCs are not conducted timely. Sources further informed that in many of other government departments, DPCs were not conducted for couple of years due to which the employees and officials were not getting the promotions and were holding the charge of posts. "It is the failure of the administrative department for delay in conducting of the DPC and not of the employees or officials," the official, said, and while lambasting the Higher Education department said that for their own fault the department has been denying monetary benefits to the APs, Librarians, PTEs, which was highly objectionable as well as against the laid norms. President College Teachers Association Jammu province, Dr Rakesh Jasrotia said that it was first time in the history of the department that such a decision has been taken but would not be accepted at any cost by Association. "It is the fault of the department and not the employees. We have taken up the matter with Advisor to Lt Governor KK Sharma, who has assured to take up the matter with respective department and would do needful," Dr Jasrotia said. |
