J&K Govt set to host Rs 206 lakh “Premier League” in 2020-21 FY in 4 disciplines

Jammu, Oct 14: The Jammu and Kashmir Sports Council is all set to host “Premier League J&K” at the cost of more than 206 lakhs in four disciplines in the Financial Year of 2020-21.
According to official sources, an order issued by the Secretary, J&K Sports Council, Dr Naseem Javaid Chowdhary on October 12, 2020 under number 67 Srinagar of 2020, (SC/3106-A/1098-1105), Advisor to Lieutenant Governor, Farooq Khan, who is also Incharge Youth Services and Sports and Vice President of J&K Sports Council have sanctioned the conduct of league tournaments under the title “Premier League, J&K.
As per the order, an official here told UNI said that the league will be conducted at District, Divisional and UT level in the disciplines of Football (men and women), Hockey (Men), Volleyball (Men and Women) and Kabaddi (Men) during the current Financial Year at a cost of Rs 206.27 lakhs.
Sharing details about the particulars of the event, he said that in football (men and women), the total cost to be spent is Rs 75.12 lakhs. Preliminary League round at district level will be played for 1-2 months in which 140 teams will play 330 matches (Rs 31.10 lakhs), qualifying round at Divisional level will be played for 25 to 30 days in which 22 teams will play 22 matches (Rs 12.66 lakhs), Men’s Final round will be played at Srinagar/Jammu for seven days in which eight teams will play 13 matches (Rs 17.07 lakhs) and similar number of teams will play same number of matches for a week in women final round at Srinagar/Jammu (Rs 14.27 lakhs). In the discipline of Hockey (Men), in Preliminary League round at District Level, total 80 teams will play 120 matches for a period of 1-2 months (Rs 14.62 lakhs), qualifying round at Divisional Level will be played for 25 to 30 days between 20 teams competing in equal number of matches (Rs 09.67 lakhs) and Final round is to be played at Srinagar/Jammu in which eight teams will play 13 matches for seven days (Rs 12.12 lakhs) thus spending total expenditure of Rs 36.50 lakhs. In the discipline of Volleyball (Men and Women), the total cost to be spent will be Rs 50.90 lakhs. In Preliminary league round at District Level, 120 teams will compete in 300 matches for 1-2 months (Rs 20.47 lakhs), qualifying round at Divisional Level will have 36 teams for 44 matches in 25 to 30 days (Rs 12.56 lakhs) and the Final round will be played at Srinagar/Jammu in which 16 teams will play 26 matches for seven days (Rs 17.86 lakhs).
In the discipline of Kabaddi (Men), Rs 43.75 lakhs is to be sanctioned as in Preliminary league Round at District level, 120 teams will compete in 300 matches for 1-2 months (Rs 18.80 lakhs), qualifying round will be held at Divisional Level in which 28 teams will play 32 matches for 25 to 30 days (09.92 lakhs) and the Final round will be played at Srinagar/Jammu, to be represented by 16 teams in 19 matches for seven days (15.02 lakhs). The order further read that the organizers shall explore sponsorship from leading Government Departments, corporate institutions, private business houses to supplement the cost and the expenditure shall be debitable to account head “GIA to Associations (special activities) under non plan sector 2020-21”.
However, it further read that the leagues shall be held by the organizing committee at Divisional and UT level comprising Sports Officers (K&J) J&K Sports Council, General Secretaries of Football, Hockey, Volleyball and Kabaddi Associations, Head of Referees, Umpires, J&K to be nominated by respective Sports Associations, International players, coaches from each province to be nominated by respective Divisional Sports Officers J&K Sports Council, one National player, coach from each province to be nominated by respective Divisional Sports Officers, J&K Sports Council, one Technical Advisor in each discipline to be nominated by President of concerned Sports Association and the organizing committee is also at liberty to co-opt any other member/official as required for conduct of Leagues.
Similarly, to conduct District Level competitions, organizing committees shall be constituted by the respective Divisional Sports Officers, read an order further stating that sanction is also accorded to the placement of funds to the tune of Rs 50 lakhs each in favour of Divisional Sports Officers, as advance for meeting the expenditure through the organizing committee after observing all codal formalities.
The funds so released shall be subject to fulfillment of conditions laid that the organizing committee shall furnish quarterly programmes and results, amount of funds shall be utilized only for the purpose for which it is sanctioned and the unspent balance funds, shall be refunded immediately after the conduct of leagues, the accounts of the leagues shall be open to inspection by Chief Accounts Officer and Audit party both by the CAG and internal auditors of the Council, full time videography, photography of the activity is compulsory while the organizing committee shall exercise reasonable economy in implementing the approved programme and the organizers shall give wide publicity of the leagues in all formats of the media.
Moreover, dues to the participants and officials shall be paid through DBT mode in case kind facilities are not extended while cash prizes shall be transferred to the winner and runner up teams including other categories directly to their bank accounts through NEFT mode.
The order also cleared that the procurement of material and equipment shall be arranged by following proper procedure, no assets should be created from out of this fund, interest and other earnings, against the funds released should be mandatorily remitted to the Council immediately after finalization of the accounts. “After conducting the admissible activities, the organizers shall submit a detailed report of the leagues to the Council for record and reference,” it further read.
