Working on nominal wages for 16 years CIC operators wait for regularization order | Despite completing all formalities order kept in abeyance | | Jehangir Rashid

SRINAGAR, Oct 14: For the past six years or so a group of more than 170 highly qualified people are waiting for the regularization of their services in the Rural Development Department (RDD) but despite assurances there is no light at the end of the tunnel for them. In October 2014 the then National Conference-Congress government of the erstwhile state of Jammu & Kashmir issued an order directing shifting of Community Information Centre (CIC) operators from the Information Technology department to RDD. The cabinet order said the services of CIC operators would be regularized since they had completed 10 years of services at that time. “For the past six years or so we have been waiting for the formal order of regularization, but the same has not been issued up to this moment of time. We fail to understand the delay in the same since each and everything has been finalized. The inordinate delay is adding to our anxiety with every passing day,” said a group of CIC operators while sharing views with Early Times. It would be in place to mention that the CIC operators were appointed by the district level committees formed by the government and headed by respective Deputy Commissioners in 2004. They were paid Rs. 5,500 as monthly remuneration and it was revised to Rs. 10,000 in 2011 for degree holders. These people were working were sandwiched between the IT department and RDD and same was changed in 2014. In 2016 the Jammu & Kashmir government through its cabinet decision created 172 posts of Data Entry Operators with the direction that these posts would be filled amongst the CIC operators. In 2017 the Empowered Committee headed by Principal Secretary, Finance cleared the cases for regularization and same was communicated to the concerned department as well. “Sanction is hereby accorded to the creation of 172 posts of Data Entry Operators in the pay band of Rs. 5200-20200 +GP 1900 by corresponding reduction of 172 positions of CIC Operators presently paid salary/honorarium @ Rs. 8,000 for diploma holders and Rs. 10000 for Degree holders subject to the following conditions,” reads the government order 320-RD&PR of 2016 dated 14-12-2016. The conditions set out in the order included that the posts are proposed to be created for all such persons who have been engaged up to cut off date i.e., 28th of April 2010 and to whom the provisions of J&K Civil Services (Special Provisions) Act 2010 apply. It also said that after formal creation of posts the department can submit individual files/cases of these operators for placement before Empowered Committee for appropriate decision. Following this the Empowered Committee took up the cases of CIC operators along with the cases of employees of other departments seeking regularization. The Empowered Committee has cleared all the cases for regularization but the formal order for regularization has not been issued as yet. The operators said that the same has been communicated to RDD and Panchayati Raj by the Finance Department. The operators appealed to Lieutenant Governor, Manoj Sinha to intervene in the matter and direct the concerned department to issue regularization orders in their favour at their earliest. |
