Hundreds of open violations since decades, yet no action

JAMMU, Oct 14: The Jammu and Kashmir Government Employees Conduct Rules 1971, unambiguously debarred government employees, officials from doing private trade or employment but thousands of employees of various departments have been violation the rules with impunity during the reign of corrupt elected governments but the Lieutenant Governor led administration should initiate action against those employees in its resolve for good governance.
According to sources, the action of Agriculture Production department to suspend two employees for violation of Conduct rules 1971 few days back has been seen in the backdrop of the efforts of LG led Union Territory administration to streamline the corrupt system and for strengthening good governance but according to sources, there are thousands of employees as well as officials, who are involved in total violation of Conduct rules.
The Jammu and Kashmir Government Employees Conduct Rules 1971 has mentioned various dos and dont’s for the employees but the paragraph 10th reads, “No Government employee, whether on leave or active service, shall except with the previous sanction of the Government engage directly or indirectly in any trade or business or undertake any other employment. Provided that a Government employee may, without such sanction, undertake honorary work of a social or charitable nature of occasional work of a literary, artistic or scientific character except in organizations or associations with which a Government employee is expressly debarred from associating, subject to the condition that his official duties do not thereby suffer; but he shall not undertake or shall discontinue such work, if so, directed by the Government”.
However, apart from government doctors as well as teaching fraternity, who are known to be openly involved in private practice, thousands of employees of other departments are openly involved private practices. “It is an open secret that maximum of the government employees have been doing private business, which is one reason that they seldom show interest in their duties as they are deadly sure that they will get their salary at any cost and by doing private businesses they have been making extra money and some have made fortunes”, an insider said, adding that though the government has also set up anti-corruption watchdog agencies, which could initiate action in case of disproportionate assets case but action is taken against only few of employees.
“The core fact of the matter is that maximum of employees have disproportionate assets but no action has been taken by the previous governments, whose actions were dictated by their desire to get votes”, a politician said, adding that the LG administration has already initiated various measures to streamline the administrative machinery and action should also be taken in this direction for open violation of conduct rules by the government employees.
